Open Balkan Charter, the government issues the document for employment without a residence permit in Serbia and North Macedonia

This is the document approved by the government of Albania, North Macedonia and Serbia that gives free access to the labor market of 12 million inhabitants to any interested individual.
According to the protocol approved by the government and published in the official notebook, citizens will be able to apply through a special electronic platform set up by the three states. The application for the open job positions will be done through the card called the Open Balkan Identity Card, where each employee is provided with his unique code.
If the applicant will be accepted into one of the job positions, the Regional Directorate of Migration and Borders will then come into play to electronically issue a stamp that will confirm the employee's free movement permit.
The protocol specifies that if citizens of the three states have obtained a temporary residence permit, they cannot apply for access to the regional labor market without first revoking the permit.
The protocol already defines the establishment of a joint working group with representatives from the three countries that will resolve all legal and technical obstacles that will arise during the creation of the electronic employment platform and the implementation of this agreement.
The creation of the free labor market was signed as an initiative of Open Balkan at the summit held in Tirana in December 2021. Then, at the next Summit in Skopje, the three countries signed again the joint protocols for the implementation of this project.
