Rajmond Dervishi: Call to SPAK "To investigate the Legalization affair"

The Euro-Atlantic Coalition candidate for the Tirana District, Eng./Attorney Rajmond Dervishi, has reacted harshly to the way the legalization process has been handled by the Rama government, calling it a pure electoral fraud scheme, based on corruption and clientelism.
"Instead of being an act of social justice, legalization was used to buy votes and maintain power," Dervishi wrote in a Facebook post.
He points out that 70% of the buildings were metered before 2013, but nevertheless fictitious tenders were awarded for new measurements, only to benefit from public money through clients connected to ALUIZNI.
According to Dervishi, the legalizations have been applied with double standards, to the detriment of ordinary citizens and in favor of the oligarchs. He also questions the figure declared by Rama for 270 thousand legalized objects, emphasizing that if this were true, they would have been reflected in the state geoportal.
"The approval of another DCM in 2024 for new measurements proves that the process is not only not over, but is just beginning. Citizens are being systematically deceived," he emphasizes.
In conclusion, Dervishi asks the Special Prosecution Office to investigate the role of the Rama-Lame duo in what he calls a "corruptive affair of national proportions."

Legalizations – Abuse and a hotbed of corruption by the Rama-Lame duo.
In the 2013 campaign, Edi Rama promised that upon his coming to power, no house built without a permit would be demolished, “even if Enver Hoxha rose from the grave.” He vowed that all unauthorized construction would be legalized within his first term.
But as soon as he took power, Rama appointed Artan Lame as head of ALUIZNI, whose first permit was in clear violation of the law. Then, in his thirst to steal money, Lame invented fictitious tenders under the pretext that the informal facilities had not been measured, while the facts show the opposite: 70% of the facilities had been measured previously and had passed the VKM before 2013. This data is confirmed by the documentation submitted to 8 ministries, which were tasked with making the relevant opposition for the transfer of ownership to the Council of Ministers.
The fictitious tenders, awarded to persons with nepotistic ties to ALUIZNI, are easily verifiable, as the technical documentation prepared by them is identical to that used in the VKM - the same planimetric conditions and the same surfaces.
The legalization process was used politically to manipulate citizens in exchange for votes. The Lame-Rama duo agreed to use this process as an electoral tool: deceiving citizens with promises of new measurements, with false legal changes, while many of the buildings were planned to be demolished to make way for projects dictated by the oligarchy and the property mafia, in collaboration with the government.
The process was implemented with two standards: near the former "Qemal Stafa" Stadium, they legalized so that the subject would benefit from real compensation, while in the New Ring Road, near the "5 Maji" street market, they excluded them from legalization so that the residents would not receive compensation.
In his speech to present the electoral program “Albania 2030”, Rama stated that 270 thousand objects have been legalized, citing the same figure that Artan Lame had previously stated in a parliamentary commission. But this figure is untrue: if the objects had been legalized, they should have been reflected in the state geoportal of ASIG. Moreover, in 2024 the Rama government approved a VKM for the measurement of informal objects by municipalities in priority areas, which means that the process is not only not finished, but is still in the initial stage of evidence on the ground – which contradicts the previous and repeated statements of the Rama-Lame duo about the completion of the legalization process.
These contradictions clearly show that legalizations have been used for electoral purposes, playing with the property rights of every citizen, and using them as "pawns" to maintain their corrupt power through fraud.
Given this corrupt affair and the frauds used for personal and political gain, as well as the public statement of the Prime Minister himself that "if there is anyone guilty of this process, it is me", I call on the Special Prosecution Office, SPAK, and its director, Mr. Altin Dumani, to investigate this affair with serious consequences for the Rama-Lame duo.
