The politically persecuted person shows his ordeal with Reconstruction! Citizen:

For 90-year-old Sali Gasa, history is more than a series of misfortunes and tragedies. The day of the earthquake brought even more painful circumstances. His wife, after learning that her family had lost their grandson and father due to the earthquake, lost her memory. This was a huge blow for her wife, Drita Gasa.

The state takes everything that belongs to him, this 90-year-old continues to search through courts and offices, while the challenges and problems grow more and more every day. In this tragedy, where there should have been a recovery and a help, he is left alone in search of what belongs to him. Every hope and every opportunity, as if they were a miracle that has been taken away from him, while he seeks justice. He feels that everything is just a tragic joke being played on his back.

Sali Gasa emphasizes that this money is prison money. The 90-year-old suffered during the communist era and is still being punished today in the era of democracy. With the money from the political prison, he managed to buy apartments in Thumana, 4 entrances, all with ownership certificates, were demolished to rebuild Thumana.

But the elderly man's children were left homeless because the state did not provide them with the property granted by the constitution.

Further, the elderly Sali Gasa explains that: "I had 3 entrances to building no. 42 in the names of my children and son. In building 35, there was one entrance, we benefited from 4 houses for 11 people and 5 heads of household. We bought the houses ourselves, all registered in mortgages in the names of the children."

The elderly man has lived a life full of suffering and sacrifice, and has still not been able to enjoy his property. He angrily says: "Despite the fact that he bought those houses himself, the state has still not given them to him as they deserve."

Sali Gasa expresses his sadness: "These are our houses, we bought them ourselves, they didn't give us citizenship, we are politically persecuted, the state should have given them to us for free, not taken them from us. I was released in '90 from political prison, I spent 18 years and 6 months in prison, I was released by order of Ramiz Ali". The 90-year-old expresses himself with a strong tone of sadness and concern.

According to the elderly man, Article 17 has been violated, he explains: "They have responded to us that the houses will be taken based on this article, this act of fraud."

"My request is a confrontation, if I am found guilty, to also give this introduction that I have here."

Me këto fjalë, Sali Gasa thekson me dhimbje jo vetëm vështirësitë e jetës, por edhe pasigurinë që ka pasur për të ofruar një të ardhme më të mirë për fëmijët e tij, ndërsa shteti dhe autoritetet duket se e kanë lënë të vetëm në përballje me sfidat e jetës. I moshuari është ankuar  dhe ka vënë në dijeni çdo institucion si përfaqësues ligjor, por përveç premtimeve asnjë hap tjetër nuk është marr. Duke u shtrënguar ti drejtohet derës së gjykatës.

Gasa shprehet se: “Jam ankuar dhe kam hapur gjyqet! Në gjyqin e parë zv.kryeministrja, në bazë të aktit normativ na takojnë hyrjet më vete, siç i kemi pasur”

Një tjetër familje përballet me një problem të ngjashëm, që duket se ka të bëjë me një burokraci të pashpjegueshme dhe të pafalshme. Ata kishin dy banesa, por pas tërmetit, vetëm njëra prej tyre iu dha nga institucionet. Sikur të mos mjaftonte kjo, ata janë ende të mbetur në pritje të asaj që duhet të ishte një zgjidhje e thjeshtë, një ndihmë që ka mbetur vetëm premtim.

Avokati Enver Shpata shprehet se: “Bashkia për sa kohë se e ka përcaktuar me listën e të dëmtuarve dhe ka bërë më pas selektime, që do të thotë se është e kundraligjshme”

Padyshim që ky është një tjetër shembull i administratës që nuk arrin të ofrojë një zgjidhje për ata që kanë vuajtur, e cila nuk është thjesht një histori për t’u treguar, por një realitet të cilin shumë qytetarë të këtij vendi vazhdojnë ta përjetojnë, duke mbetur në pritje të një “miratimi” që duket se nuk vjen kurrë.

Mirela Fifo një tjetër banore e Thumanës për Vetting shprehet se: “Unë kam patur dy hyrje në këtë pallat, por bashkia jonë ma ka refuzuar banesën tjetër.”

Mirela Fifo thekson se: “Pallati është shembur për rindërtim: Sipas tyre jemi të pajisur, ne kemi qenë të shkallës DS3, kemi prit lekët për ta riparuar pallatin dhe me për të hyrë dhe jo për të na i prish e mos të na jepnin fare”.

Denoncuesja  shpërthen në ndjenjë zemërimi pasi shtëpia ka qenë me certifikatë pronësie e pajisur që në vitin 2006, por ky sistem nuk ia njohu të drejtën e pronës. Ky është një tregim i një familjeje, që pavarësisht se kanë kaluar një jetë të tërë duke punuar dhe kontribuar në këtë vend, nuk kanë mundur të gëzojnë atë që ligjërisht ju takon.

Më tej Mirela Fifo thotë se: “E kanë prish për projekt në bashki dhe komunë i jemi drejtuar e s’na kanë dhënë zgjidhje i jemi drejtuar gjykatës kërkojmë pronën tonë të fëmijës tim”.

Fifo akuzon dhe zbulon dhe një tjetër fytyrë të së vërtetës, ajo shprehet se ka pas dhe raste abuzimi.

“Ka familjar të tjerë që kanë pasur një plus një dhe kanë marr 3 plus 1 dhe unë që kam pas shtëpinë time me dokumenta, s’ma jep shteti.”

Mirela Fifo has left no room for complaint, but everyone is pointing at her face with a VKM issued during a time of emergency that apparently "violates" even the constitution.

Mirela Fifo has also currently filed the case in court, but a ray of hope provided by the lawyer keeps these families in sight of the scales of justice.

Fifo said: "The lawyer says it is property with documents, no one can deny it. We are asking for our house, the square meters, we are not asking for anything else."

The denunciations and the damage that the state inflicted on individuals after the earthquake continue to be a burden.

"We are totally disappointed, we have not found any justice," emphasizes Fifo.

Blerim Myrta was discriminated against after the earthquake, even though he was only separated by a wall from his neighbor. The Albanian Housing and Urban Development Agency (ASHK) refused to legalize his apartment, while it granted it to the other family.

Blerim Myrta, another resident of the building, explains: "I own 187 m2 of the building. I have a certificate of ownership, while the rest has been in the process of legalization since before the earthquake.

On April 10, 2020, I received a response that the facility was excluded from the legalization process.

Consequently, the compensation was equal to a quarter of the property he owned.

The lawyer in the case states that this is an unprecedented case because based on legal procedures, the person should have registered the property, according to him, we are in conditions of discrimination.

The lawyer agrees: "For equal people, they have made distinctions that, to me, are not at all fair or humane."

All these citizens are in this tragic situation precisely because of the mismanagement of tenders and public funds, which are often given in violation of the law. Decisions taken by state authorities have not prioritized improving the living conditions of citizens, but rather profiting from dubious contracts and distributing funds through dishonest means. This system has created a deep gap between promises and reality, leaving citizens without their rights, turning any opportunity for progress into an illusion. This is a situation where not only do they not enjoy anything that is theirs, but they are forced to fight through endless legal procedures that do not bring any concrete results.

Economic expert Selami Xhepa analyzes the situation, stating that due to mismanagement by the authorities, the problem then falls on the residents: "Its consequences are clear, products that are significantly inferior in terms of their quality and costs that we have often seen to be abusive."/ Vetting
