In the SPAK investigative file where the AKSHI structured criminal group was hit, it is described how businessman Ergys Agasi, Ermal Beqiri and Erion Ismaili, deputy director of the Tirana Police, had planned the kidnapping of Gerond Meçe, after he had become an obstacle through complaints about procurement procedures conducted at the National Information Society Agency.
" Citizens Ermal Beqiri, Ergys Agasi and Erjon Ismaili, in collaboration with other yet unidentified persons, have planned and organized the kidnapping of citizen Gerond Meçe, with the aim of forcing the latter to withdraw the complaints made to the Public Procurement Commission.
From the analysis of the documentation of the procurement procedures, it is believed that the fact that this citizen's withdrawal from the complaints made to the Public Procurement Commission would create considerable facilities for the aforementioned citizens, in order to continue criminal activity in the field of public procurement, an activity which was suspended in several cases, due to complaints made to the Public Procurement Commission by the company "Advanced Business Solutions-ABS ".
Also, from the statements of citizen Gerond Meçe, we were informed of the fact that citizen Erjon Ismaili (acting deputy director of the Tirana Local Police Directorate) has asked him to "stay away from AKSHI", a fact which also matches the results of the footage viewed in the office of citizen Ergys Agasi, meaning that the latter have social ties and common interests", states the official document of the Prosecution.
Furthermore, the SPAK file also mentions an episode where Ergys Agasit and Alqi Bllako discussed a situation where Damian Gjiknuri, who had become an obstacle to the realization of their plans, had become an obstacle to the realization of their plans. More specifically, Ergys Agasi speaks of a person nicknamed "Labi", identified as Elgert Bixha, whom he intended to appoint as administrator in a private company that had won a concession from the ministry headed at the time by Damian Gjiknuri.
According to data at the Central Bank, Elgerti Bixha turns out to be the administrator of the company "FORTIS Inert".
I. The company "FORTIS INERT", is a limited liability company under Albanian law, established on 02/11/2022 with NUIS M22309039E with headquarters in Tirana, Rr. "Irfan Tomini", "Bjorn" Building, 2nd Floor, Municipal Unit no. 7. with administrator Elgerti Bixha. The partners of the company are Elgerti Bixha and the company "FORTIS BETON CO.". (According to the Central Bank data until 13.01.2023)

(According to the historical extract of the company dated 07.06.2024)”
In the message dated 06.03.2019, at 21:54:43, Ergys Agasi states: "We'll fuck the *******, we'll put the boys in...", a phrase that, according to SPAK, implies the use of force and connections with high-risk social persons to "remove" administrative obstacles. According to the file, Gjiknuri did not make this appointment.
This circumstance, according to SPAK, is also related to the hostage-taking of Gerond Meçe, since he, like in the case of Gjiknuri, had created obstacles through complaints to the Public Procurement Commission (PPC) regarding the procurement procedures conducted at the AKSHI, implying the fact that the "modus operandi" of this criminal group was the same.
"From the content of this conversation, it is evident that the person named "labi" is citizen Elgerti Bixha, whom citizen Ergys Agasi will appoint as administrator in a private company that has won a concession with the ministry headed at the time by former minister Damian Gjiknuri, who is alleged to have become an obstacle to the realization of these illegal benefits by citizens Ergys Agasi, Elgerti Bixha and Alqi Bllako. In this communication, specifically in the message dated 06.03.2019, at 21:54:43, citizen Ergys Agasi states that: "We'll see what happens, we'll bring the boys in then," which implies the fact that he uses his connections with high-risk social persons to "remove" these obstacles. "
This circumstance is also related to the hostage-taking of citizen Gerond Meçe, since he, as in the case of citizen Damian Gjiknuri, had created "obstacles", through numerous complaints to the Public Prosecutor's Office, for procurement procedures developed at the ANA, implying the fact that the "modus operandi" of this criminal group is the same. Following this reasoning, the reasonable suspicion in charge of citizen Ergys Agasi, as the organizer and participant in the hostage-taking of citizen Gerond Meçe, is reinforced by the fact that the vehicle used to carry out the hostage-taking, turns out to be owned by the subject Merkaj 3″ sh.pk, with registration number L3 I722005D, owned by citizen Endri Mcrkaj" - it is stated in the SPAK file.
