In the village of Karkavec in Përrenjas lives Dylaver Buzani, 87 years old, blind since 2008.
After a period in Durrës, where he attempted to rebuild his life, he faced severe family losses: first his wife and in 2024 his brother, who was his guardian.
His KEMP documents and passport remained in Durrës, while his attempt to renew them a year ago failed due to the inconsistency of the examinations conducted in Përrenjas with the registered residence in Durrës.
To benefit from the KEMP payment, Dylaveri must change his place of residence, but this has become impossible, as he does not have a residence in his name.
He currently lives in his nephew's house, without a certificate of ownership, while daily care is provided by a neighbor. The elderly man expresses his despair, as his old-age pension does not cover his needs for medications and health services.
After a meeting at the Quka Administrative Unit, administrator Oltion Bajrami and civil registry employees committed to establishing a verification group, with the aim of confirming his residence in this unit, changing his place of residence and then withdrawing the KEMP file.
