Officials accused by SPAK of corruption will manage 800 million euros next year

The table contains all expenditures that are procured and not related to other budget items such as salaries, pensions, subsidies, etc.
For 2026, the total value of capital expenditures is 1.26 billion euros. Half of this fund, 562 million euros, has been made available to the Ministry of Infrastructure and Energy. The head of this institution has been charged with “violation of equality in tenders”.
The second institution with the highest value of procurements is the Albanian Development Fund with 197 million euros of planned expenditures for the next year, and with a total value of projects of 808 million euros. Several procurement procedures of this institution are being investigated by SPAK, while the former head of the ADF has been officially investigated for manipulation of the competition in another procedure when he was the head of KESH. He currently heads the Municipality of Shkodra.
The third agency with the highest procurement value is the Information Society Agency (AKSHI) with capital expenditures of 67 million euros for 2026 and a project value of 256 million euros. The head of this institution is under house arrest for “violation of equality in tenders” and “structured criminal group”.
All the officials in question are in office and will make decisions on the management of public money, which makes up the majority of the budget's capital expenditures.
The question that arises is how is it possible that the entire structure of officials who manage the largest economic interests is criminalized?
Does the prime minister bear any responsibility for this situation?
But does the Socialist Party, which was voted in by Albanians, have any responsibility? How is it possible that there is no critic within this force to demand accountability for the way the country is being governed?
