Endri Puka suspected in the "Bankers" affair, his wife buys the luxury resort in Vlora for 500 euros

Entrepreneur Ela Puka, wife of the former director of the public oil company, "Albpetrol" sha, Endri Puka, has made a spectacular and mysterious financial coup.
A few days ago, she purchased 51 percent of the shares of the company "AT Oricum", with the trade name "Azar Luxury Hotel", for just 500 euros (51 thousand lek).
The company, which until now was owned by the engineer of Greek origin, Kostantinos Muola, turns out to be the controller of a large and very luxurious complex, near Uji i Ftohtë in Vlora, near Lungomare.
The previous owner, Muola, has decided to sell all his shares. In addition to Ela Puka, who has received 51 percent of the shares, the new partner in the company "AT Oricum" is Eraldo Sheko, who has also held the position of administrator in the company for some time. The latter has purchased the shares for an amount of 49 thousand new lek (less than 500 euros).
The transaction between the parties appears to be at a minimal value, referring to the company's assets. However, the reasons for this sale are not specified in the purchase and sale contract, consulted by " Boldnews.al " .
Ela Puka is a shareholder in several different companies, with consulting or investment activities in the fields of construction and hydrocarbons.
She and her husband, Endri Puka, also own a marketing company. Meanwhile, Endri is also a shareholder in several private entities, including "Aksent L&BC", a business development consultancy.
Data previously published in the media shows that Endri Puka's consulting office has benefited from at least 1.4 million euros from the private oil company, "Bankers Petroleum".
This financial report between "Bankers" and Endri Puka's consulting office has been accompanied by public suspicions of a money laundering and corruption scheme. These suspicions are based on the fact that Endri Puka, for several years, was the general director of "Albpetrol", the public oil company that was tasked with controlling the activity of "Bankers".
In July of this year, the Fier Prosecutor's Office concluded that the company "Bankers" is suspected of being involved in a very large money laundering and financial fraud scheme to the detriment of the state. According to prosecutors, the suspected criminal activity spanned a long period of time, including the period when "Albpetrol" was run by Endri Puka.
As part of that investigation, the executive director of Bankers, Chinese citizen Hongping Xiao, his predecessor, Leonidha Çobo, as well as eight other members of the private company's staff were arrested. Meanwhile, the Fier Prosecutor's Office has announced that the investigation is still ongoing and is being verified, among other things, the responsibilities of the directors of the public company "Albpetrol, sha" over the years.
Endri Puka was appointed head of “Albpetrol sha” in October 2013, as a direct investment by the then Socialist MP, Koço Kokëdhima. Puka had previously headed the administrative side of Kokëdhima’s media group and the relationship between them was very strong.
Puka remained in office for almost 5 years. While his positions were initially very strong, due to support from Kokëdhima, he lost power after his political "mentor" broke relations with Prime Minister Edi Rama.
In 2018, a report by the Supreme State Audit Office (SSA) revealed a series of serious violations in the relations between "Albpetrol", led by Endri Puka, and the company "Bankeres Petroleum" (BPA).
At the time, the SAI recommended to Puka to keep the activities of “Bankers” under control, after it was found that the private company was conducting tender procedures for goods and services at prices much higher than the market. According to the SAI, this situation was reducing the company's profits and, consequently, reducing the tax that “Bankers” had to pay to the state.
Also, the Supreme State Audit recommended Endri Puka to monitor the implementation of the projects applied by "Bankers", as significant deviations had been found.
Faced with these findings, "Albpetrol" responded with an attack on the Supreme State Audit Office: " The report published by the Supreme Audit Office is a malicious attack with personal motives ordered by the president of the Supreme Audit Office, Bujar Leskaj, against Albpetrolsh.a. This is not the first case that this institution has acted in this way to the detriment of Albpetrolsh.a. ," said a public statement from Endri Puka's office at "Albpetrol"./BoldNews
