Investigations on the sterilization concession, Arben Gjata and Genc Byrazeri are presented to SPAK

The head of surgery at QSUT and at the same time the rector of the University of Medicine, Arben Gjata, appeared today again at SPAK to be questioned by two SPAK prosecutors, Ened Nakuçi and Edvin Kondili, regarding his role in the scandal of public private partnership contract for sterilization of surgical instruments.

Sources indicate that Genc Byrazeri, who was a member of the Sterilization Tender Commission, will also be questioned today. For both Arben Djata and Byrazr, the GJKKO has set security measures "mandatory appearance".

In relation to the abuses with the sterilization tender, SPAK has arrested the former Deputy Minister of Health, Klodian Rjepaj, as well as the businessman who won the concession, Ilir Rrapaj. He has also ordered "house arrest" measures for: Saimir Kadiu, Economic Director, and Marsela Serjanaj, Legal Director. As well as the "obligation to appear" measures for Pertef Mersini and Naile Ajazi.

The seven officials are accused of the criminal offenses "Forgery of documents" and "Abuse of duty", both committed in cooperation. Meanwhile, the businessman Ilir Rrapaj is accused of the criminal offense "Fraud", with serious consequences.

GjKKO had signed the 8 arrest warrants issued by prosecutors Ened Nakuçi and Edvin Kondili since June 23, 2023, but they were executed two months later, August 16-17, 2023. Rrapaj was expected to enter Albania from Italy and was arrested in Dhërmi where he had come on vacation.

Confirmed by SPAK prosecutors, the former Minister of Health, Ilir Beqja and the former Minister of Finance, Shkëlqim Cani, are also under investigation for this matter, but the case for them has been separated separately. Both of them have testified in SPAK regarding this matter, together with the former Minister of Economy, Anila Denajn.

Koncesioni i sterilizimit të pajisjeve kirurgjikale është një nga katër projektet e Partneritetit Publik Privat të qeverisë “Rama” në sektorin e shëndetësisë, i cili i ka kushtuar taksapaguesve shqiptarë rreth 7.9 miliardë lekë [76 milionë euro] deri në fund të vitit 2022. Ajo është një ndër dosjet e para të denoncuara në Prokurorinë e Posaçme që prej vitit 2019, ndërkohë që vendimarrja vjen pas më shumë se katër vitesh hetime.

Nga të dhënat e publikuara në media, biznesmeni Ilir Rrapaj, i cili ka fituar koncesioin, rezulton mik me Ilir Beqajn, i cili drejtonte ministrinë e Shëndetësisë, në kohën kur është dhënë ky koncesion. Po ashtu, Ilir Rrapaj rezulton se ka qenë shok klase në shkollë dhe me ish-zv.ministrin Klodjan Rjepaj, tashmë i arrestuar nga SPAK.

Në vitin e parë të kontratës nga buxheti i shtetit janë paguar 17 mln euro, nga 12 që parashikonte kontrata. Koncesioni i sterilizimit është në hetim prej 3 vitesh.

Një pikëpyetje e madhe në lidhje me aferën e sterilizimit, përveç kostos së lartë, ka qenë kompania fituese me pronar emigrantin shqiptar në Itali, Ilir Rrapaj.

Në vitin 2000 ai kishte themeluar në Peruxhia një kompani me kapital të vogël prej 1500 eurosh, por pas fitores së Partisë Socialiste në zgjedhjet e qershorit 2013, biznesmeni me origjinë nga fshati Rexhepaj i Vlorës u kthye në Shqipëri, ku sipas BIRN, vendosi kontakte me kreun e Shëndetësisë, Ilir Beqaj.

Fituesi i koncesionit së bashku me disa biznesmenë italianë, kanë pasur disa takime e kontakte me titullarin e shëndetësisë.
