
Clashes at SPAK/ Dumani removes Arben Kraja's "shoulders". He dismisses him as director, appoints Dorina Bejko in his place


What was not expected in these hot June days, in fact, happened, heard like a bolt from the blue, within the walls of the special SPAK structure.
The two people with the greatest influence in this prosecutor's office, Altin Dumani and Arben Kraja, had a conflict between them, leading to immediate clashes with each other.
As a result, this situation has brought the immediate reaction of the head of the institution, Altin Dumani, who today decided to dismiss Arben Krajë from the position of Director of Foreign Relations.
The reasons for this rift between the two leaders still remain unclear, but such a thing has already happened and Arben Kraja, as of today, is no longer at a management level in SPAK.
"...a big reason has happened, which only the two of them know, that brought about this unexpected situation..." - said a source close to SPAK.
"Ora News" journalist Elton Qyno has learned that today, with the signature of the head of SPAK, Dumani has appointed prosecutor Dorina Bejko to replace Arben Kraja.
Bejko initially joined SPAK as a prosecutor seconded from the Pogradec prosecution office, and after a 4-month secondment, the KLP definitively appointed her as part of the SPAK staff.
From today onwards, Bejko will hold the position of Director of External Relations at SPAK, while it is learned that in parallel with this duty, he will also represent the prosecution in the files it has brought to trial.
The immediate removal of the director's "shoulders" has led Dumani to transfer Arben Krajë as a simple prosecutor in the economic crime sector at SPAK.
From today, Kraja will continue working as a simple prosecutor in this sector, while he was immediately placed on the list to receive new cases through an electronic lottery.
This decision does not exclude Krajë from the commission for selecting the head of the BKH, where he is together with Altin Dumani and Behar Dibra. Since the law stipulates that the members of this commission must be the 3 most senior prosecutors.
Such a clash was unpredictable at this time, because Dumani and Kraja were the two most influential prosecutors in this structure.
Moreover, the conflict that followed Krajë's resignation comes at a time when SPAK has entered the frenzy of selecting the new head of the National Bureau of Investigation.
But at the same time, "the joke" happened, when the head of SPAK himself, Altin Dumani, is in the final stages of finishing his mandate as Head of the SPAK Special Structure. After all, on December 19, 2025, Altin Dumani's 3-year period of leadership of SPAK ends and a new prosecutor will have to take his place.
For two and a half years, Arben Kraja headed the Foreign Relations Office at SPAK, maintaining direct contact with analogous offices in many countries around the world, including the Extradition Office in Dubai and “Eurojust”, from where the user codes of the “Sky” application come, with which SPAK has organized several operations against organized crime.
Recently, Kraja was seen in public alongside Altin Dumani and his Italian and Finnish counterparts, during two media conference appearances.
That of the arrest of members of the "Troplini" group in Durrës and another group of Albanians, who had trafficked drugs from Spain and the Netherlands to Finland.
But now his name in the SPAK leadership chain has been retouched, leaving him as a simple prosecutor. Prosecutor Arben Kraja is the First Director of SPAK, who took on the 3-year position from December 2019 to December 2022.
Kraja has an indisputable merit in the organization and functioning of the SPAK institution, as initially this investigative body started work with 8 prosecutors and an administration that almost did not exist.
In the 3 years of SPAK's leadership by Arben Kraja, a complete reorganization and transformation of the internal environments was required, where SPAK and BKH currently exercise their functional duties.
Often attacked by political entities due to his past with the communist investigation, Kraja was able to finish his 3-year term as Head of SPAK in December 2022.
With the arrival of Altin Dumani at the head of SPAK, the latter decided in January 2023 to remove Ened Nakuqi from the Office of Foreign Relations and in his place, appoint Arben Krajë as Director.
But now, after 2 and a half years, due to the conflict that arose with Altin Dumani, the former first director of this institution has stepped down from his position, leaving this directorate.
The real reasons for the creation of this "rift" between the two friendships within SPAK, Altin Dumani and Arben Krajë, still remain unclear.
