For negligence, you can be fined up to 1 year, when the patient dies, you can be fined up to two years.

So it is not a question of how many are criminally punished, but the families behind them. Do they find justice, in the sense that someone is held responsible, either criminally or for financial damage. Which means that there is a lack of a law to provide professional liability insurance, which shows that that doctor when he goes to work will be insured and that citizen when he is injured does not have to wait 14 years in court, but go as sir with all the misfortune that has befallen him and take the damage.

Duma:  So the system does not have insurance, despite the fact that Albanians pay once, twice and 20 times. 72%…

Lapaj:  Yes, yes, they also pay the damages that come from the hospital. But do you know how much those damages go? 500 thousand euros - 600 thousand euros a damage.

Duma:  But we are talking about 35 million old ALL in this case.

Lapaj:  Yes, yes, but these cases with loss of life go because they are more unifying, that is.

Duma:  Adriatic, let's talk about the specific case. The patient was bandaged inside the body.

Lapaj:  If he had lost his life, the value would have been much greater.

Duma:  In this case, a private hospital cannot pay 35 million old ALL?! Is it possible for the Albanian public to accept the argument so far that since they are not in the budget and the system will go bankrupt, they will tell the victim's family members that he/she lost their life, but you will wait for us to be compensated because we don't have a budget. That you will wait for us is not one thing, but you will wait for us without any deadline...

Lapaj:  What I'm saying is that every hospital, whether public or private, if this law that I'm talking about for the safety of professional responsibility is approved, you will no longer be able to get money from either the state hospital or the private one where damage occurs, but it goes to insurance. If the doctor is insured, at the moment he commits the human damage, he goes to and receives the income from the insurance as it happens in the case of car damage insurance.

In addition to these, what is happening today and which is traumatic or you can call it whatever name you want, is that in the state today, important equipment is destroyed in order for people to go to the private sector. This is because these services are offered privately, but at very high prices.

I'll give you an example, tromaectomy for people who suffer cerebral hemorrhage has not been working in the state for 3 years. Do you know how much it costs in private? 20 thousand euros.

Kyritherapy, i.e. a radiotherapy that is done for cancerous diseases, is broken today in the state. The Supreme State Control also says so, and people - it's about 600 patients - are going to the grave without receiving this service.

Ortavoltage for skin tumors, melanomas, is broken today in the country, the KLSH also says, and 200 patients today in Albania are not receiving this service. They are forced to go to private, if they cannot afford the costs, they go to the grave.
