EU countries towards consensus on IBAR for Albania, Council: Good progress,

In the Council of the European Union, the 27 member states of the Union have made good progress in the talks on Albania and are close to reaching a common position for the adoption of the IBAR, the Interim Assessment Report on Albania's progress so far, which would pave the way for the closure of the chapters in the negotiation process. The news was confirmed to Report Tv by a source within the Council, who underlines that after the progress in the last meeting there is optimism that the common position for the group chapter 1 will be reached in the coming days.

Yes, good progress was achieved at the last COELA meeting on the interim draft of the EU Common Position (EUCP) for Chapter 1.

We never disclose details of such discussions in the Council's preparatory bodies, including COELA, due to their strictly confidential nature. As stated above, progress has been made. Member States' positions have converged on the text, but consensus has not yet been reached ,” says the Council of the European Union.

For Report TV, the Council highlights the fact that the 2-month period of discussions so far is normal for such issues.

" In such similar cases, long and difficult discussions are always required. It is not easy to reach agreement among the 27 member states on a common text, so a period of two months seems quite normal. COELA will return to this issue next Tuesday, May 19, and there is cautious optimism that an agreement can be reached relatively quickly in the coming days ," the Council of the European Union responds to Report TV.

At the end of February, the European Commission submitted to the member states the report on Albania's progress in fulfilling the so-called intermediate milestones, which include sensitive areas such as the rule of law and justice. For the European Commission, the assessment was positive. So far, several meetings have been held between the member states, represented in the Enlargement Working Group, COELA. A process that has aroused dilemmas and speculations in Albania, about stagnation or even freezing.

Prime Minister Rama also announced good news from Brussels just a day earlier, in his podcast "Flasim". The head of government reiterated that the much-talked-about deadlock does not exist, while expressing optimism that member states will give Albania the "OK" on what will now be the final milestones, the objectives that must be achieved, to end the negotiations.

Albania opened all the chapters of the negotiations for accession to the European Union in record time. The approval of the IBAR is the next obstacle to be overcome, so that the negotiation process can enter the phase of closing the chapters.
