Fatbardh Lici's murder/ SPAK brought the "Bajri" file to trial, GJKKO official announcement: Here are the charges for each

SPAK has sent for trial criminal proceeding no. 112 of 2019, against four defendants: Behar and Safet Bajri, Astmer Bilali and Eria Ago.
The decision was made in the preliminary hearing held on March 19, 2026 by the Special Court of First Instance, which accepted SPAK's request and ordered the case to be heard by a panel of three judges.
According to the investigation file, three of the defendants – Safet, Behar Bajri and Bilali – are accused of “premeditated murder”, committed in revenge against Fatbardh Lici, as part of a structured criminal group. They are also accused of “unlicensed possession and production of weapons” and of participating in or leading the structured criminal group.
Meanwhile, the defendant Eria Ago, Safet Bajri's ex-girlfriend, is accused of "supporting the perpetrator of the crime."
The court decided that the judicial file will include all acts of preliminary investigation, as well as actions taken during the preliminary hearing. The file will also include the request for summary trial filed by one of the defendants.
1. The Special Prosecution Office against Corruption and Organized Crime on 25.11.2025 submitted to the Court the request with the subject: “Sending to trial the criminal case pertaining to criminal proceedings no. 112, of 2019, against the defendants: Behar Brajović, Safet Rustemi, Astmer Bilali and Eria Ago”.
2. In the session of 19.03.2026 (preliminary session), the Special Court of First Instance for Corruption and Organized Crime with a panel composed of Judge Elsa Ulliri, after reviewing the claims of the parties, with decision no. 42/180, dated 19.03.2026, decided:
1. Acceptance of the request.
2. Sending to trial the criminal case pertaining to criminal proceedings no. 112, of 2019, indicting the defendants:
i. Behar M. Brajović accused of committing the following criminal offenses:
a. “Premeditated murder”, committed in revenge for the victim FL, committed in collaboration, in the special form, that of a structured
criminal group, provided for by Article 78, paragraph two and 28, point 4 of the Criminal Code;
b. “Illegal possession and production of weapons, explosive weapons and ammunition”, committed in collaboration, in the special form, that of a structured criminal group, provided for by Article 278, paragraph one and 28, point 4 of the Criminal Code; c.
“Structured criminal group”, in the form of direction and “Commitment of criminal offenses by a criminal organization and a structured
criminal group”, provided for by Article 333/a, paragraph one and 334, points one and two of the Criminal Code.
ii. Safet J. Rustemi accused of committing the following criminal offenses:
a. “Premeditated murder”, committed in retaliation for the victim FL, committed in collaboration, in the special form, that of a
structured criminal group, provided for by Article 78, paragraph two and 28, point 4 of the Criminal Code;
b. “Illegal possession and production of weapons, explosive weapons and ammunition”, committed in collaboration, in the special form, that of a structured criminal group, provided for by Article 278, paragraph one, provision made under Law No. 82/2016 and 28, point 4 of the Criminal Code;
c. “Structured criminal group”, in the form of participant and “Commitment of criminal offenses by a criminal organization and a
structured criminal group”, provided for by Article 333/a, paragraph two and 334, points one and two of the Criminal Code.
iii. Astmer A. Bilali accused of committing the following criminal offenses:
a. "Premeditated murder", committed in retaliation against the victim
FL, committed in collaboration, in the special form, that of a structured criminal group, provided for by Article 78, paragraph two and 28, point 4 of the Criminal Code;
b. “Illegal possession and production of weapons, explosive weapons and ammunition”, committed in collaboration, in the special form, that of a structured criminal group, provided for by Article 278, paragraph one and 28, point 4 of the Criminal Code;
c. “Structured criminal group”, in the form of participant and “Commitment of criminal offenses by a criminal organization and a structured criminal group”, provided for by Article 333/a, paragraph two and 334, points one and two of the Criminal Code.
iv. Eria G. Ago accused of committing the criminal offense “Supporting the perpetrator of a crime”, provided for by Article 302, paragraph two of the Criminal Code.
3. Sending the case for trial to the Special Court of First Instance for Corruption and Organized Crime with another panel, composed of three
judges.
4. The trial file pursuant to Article 332/ë, point 4 of the Code of Criminal Procedure shall contain all acts committed during the preliminary investigations and contained in the
criminal file of the criminal proceeding No. 112/2019 of the Special Prosecutor's Office against Corruption and Organized Crime, as well as the acts committed during the preliminary hearing.
5. The request for summary trial filed by the defendant Eria Ago shall also be part of the trial file.
6. No appeal is allowed against this decision.
