Basha, Berisha and a meeting with parents in the USA!

When we were in school and made a mistake, the teacher would look for the parent. Until the parent appeared at the classroom door, the student was considered guilty, untrustworthy, and, to use the metaphorical language of today's politics, "non grata."
It was precisely this old school scene that reminded me of the photos of Sali Berisha during a Republican event in the United States. The same scenography was repeated in almost every meeting: An American congressman, Sali Berisha, and, between them, Fatmir Mediu. Mediu looked like a parent who had come to the school to explain to the teacher that the student was not as problematic as the impression had been created.
Of course, Sali Berisha is not a student. On the contrary, he is one of the most powerful and longest-serving politicians in Albanian politics in the last 36 years. He has been President, Prime Minister, leader of the opposition and today he leads the Democratic Party again. Precisely for this reason, a question arises that cannot be avoided: Why does a politician with this weight and history need an intermediary to meet and take pictures with American Republicans?!
This question becomes even more interesting when, on the other side of history, we have Lulzim Basha.
Basha is not even an MP today. As a former chairman, he is in a legal battle in the Supreme Court over the issue of the Democratic Party seal and his weight in domestic politics is significantly smaller than Berisha's. However, the paradox is that Basha continues to have considerable access to international institutional and political circles. He has been invited to the White House as part of activities for the 250th anniversary of American independence, was on the main panels of the Munich Security Summit, and has taken on international roles, such as leading an EU-US structure related to the issue of Russian assets.
But here lies an interesting difference between the two politicians: Lulzim Basha, despite the connections and contacts he has built over the years in the US and Europe, has rarely turned them into the main axis of his political PR in Albania. We have not seen from him a photo industry to prove every week that "America is with me."
With Berisha, the opposite happens. Every meeting, every handshake and every photograph, especially with an American congressman, immediately becomes political news in Tirana and is presented as another proof of his international rehabilitation. And here Fatmir Mediu returns.
Mediu is a stalwart politician. He has generally managed to maintain a civil profile and does not shout or fight publicly as much as his colleagues. He also has a long history of contacts with American politics, especially with Republicans. Therefore, it is not at all surprising that he has access to these circles.
Por edhe Mediu, ashtu si Berisha, ka një histori të hapur me SPAK-un. Kështu krijohet një paradoks që meriton të analizohet: Dy politikanë që kanë probleme të hapura me drejtësinë shqiptare udhëtojnë në Amerikë dhe prodhojnë fotografi me përfaqësues të politikës amerikane, ndërkohë që drejtësia që i shqetëson në Tiranë është një nga projektet që Shtetet e Bashkuara kanë mbështetur më fort në Shqipëri.
Në fakt, në Shqipëri fotografia ka kohë që përdoret si një lloj certifikate politike.
Nëse fotografohesh me një amerikan, konsiderohesh i pranuar nga Amerika. Nëse i shtrëngon dorën një kongresmeni, shpallet se Uashingtoni ka ndryshuar qëndrim. Nëse merr pjesë në një aktivitet apo konventë, fillon menjëherë narrativa e “rikthimit të madh ndërkombëtar”. Por diplomacia nuk funksionon me foto.
Në politikën amerikane ekzistojnë qindra kongresmenë, senatorë, ish-zyrtarë, organizata, fondacione, lobistë dhe struktura politike. Një takim mund të tregojë akses, njohje personale apo marrëdhënie politike. Por ai nuk përfaqëson domosdoshmërisht politikën zyrtare të Shteteve të Bashkuara.
Prandaj, nëse statusi politik i Sali Berishës në raport me Uashingtonin ka ndryshuar ose jo, këtë nuk e përcakton Fatmir Mediu dhe as numri i kongresmenëve që pranojnë të fotografohen me të.
Prova reale do të jetë shumë më e thjeshtë dhe shumë më e dukshme: Sjellja zyrtare e diplomacisë amerikane ndaj tij.
A do ta takojë ambasadori i ri amerikan Sali Berishën në selinë e Partisë Demokratike?
A do të fillojnë ambasadorët perëndimorë të shkojnë përsëri në zyrën e tij?
A do të ketë komunikim institucional, publik dhe të drejtpërdrejtë me të si drejtues i opozitës?
A do të ndryshojë gjuha zyrtare e Departamentit të Shtetit?
Vetëm kur të shohim këto zhvillime mund të flasim seriozisht për një ndryshim real të marrëdhënies së Berishës me Shtetet e Bashkuara.
Pikërisht këtu lind pyetja tjetër, ndoshta edhe më e rëndësishme: Çfarë raporti do të ketë Berisha me SPAK-un, të cilin ambasadori i ri amerikan Eric Wendt gjatë shpalljes së platformës së tij në Senat për situatën në Shqipëri, e trajtoi si aleat kyç?
A do të vazhdojnë Sali Berisha dhe Partia Demokratike të sulmojnë Altin Dumanin, Klodian Brahon dhe prokurorët e tjerë të posaçëm, ndërkohë që kërkojnë njëkohësisht mbështetjen politike të Uashingtonit?
A mund ta duash Amerikën kur ajo shfaqet në një fotografi me një kongresmen dhe, në të njëjtën kohë, të sulmosh një nga investimet më të rëndësishme politike të saj në Shqipëri gjatë viteve të fundit: SPAK-un?
Kjo është një pyetje që Partia Demokratike do të duhet ta zgjidhë jo përmes retorikës, por përmes qëndrimeve konkrete.
Shumë pak e kujtojnë, por edhe procesi në Francë u paraqit për një kohë si beteja që do të ndryshonte gjithçka. U krijua ideja se një zhvillim juridik atje do të rrëzonte të gjithë narrativën ndërkombëtare ndaj Berishës. Në fund, debati prodhoi shumë më tepër propagandë politike në Tiranë, sesa pasoja konkrete në raportet ndërkombëtare.
Therefore, to this day, despite the propaganda, despite the fake news and despite the media attacks to smear him, to make him dirty, to make him look disloyal and disloyal, Lulzim Basha's warnings about the Democratic Party and Berisha have come true. Today Berisha and the DP are isolated, they are unable to generate hope, he is unable to realize the unity of the right and above all they are unable to defeat Edi Rama, even though he is devastated by corruption scandals and delegitimized by the nearly 4-month-long Protest.
Therefore, at the end of this trip, the main question is not whether Berisha met some republicans.
The question is whether official American policy has decided to meet Berisha. In the US you can always find someone who agrees to appear in a photograph. It is much more difficult to find someone who agrees to sign under it.
