The leader of the Democratic Party, Sali Berisha, reached out to his allies for a unified strategy to oppose the territorial draft. The chief democrat reminded his allies only 5 days before the SP draft that foresees the merger of 15 municipalities is to be passed to the Assembly for a vote, describing it as a one-sided draft that, according to him, only aims to depopulate Albania.

"There was no question that Edi Rama would pursue everything and those stolen mandates, those 83 criminal mandates, he would use them for a further concentration of local government in his hands. They suddenly stopped, as you know, outside of all procedures, because the consultations were continuing, and the consultations had not been completed, yet he withdrew, presented the draft with 46 municipalities, removing 15 others, all for his electoral purposes.

We presented a draft of 100 municipalities, leaving open the possibility of creating other units depending on the fulfillment of the criteria for their existence. Of course, Edi Rama continued with his project. It is contrary to the Constitution and the charter of the Congress of Regional and Local Authorities of the Council of Europe, which require that these changes be made by consultation and referendum.  

But as you know, there is no chance that he will heed the referendum or the recommendations. Seriously wounded and hopeless, he now makes any decision that interests him for his own skin. We, for the sake of the public, to clarify the public well on this point, have presented our law to the parliament with 100 municipalities, a law that is unequivocally rejected by the socialists. There are a number of municipalities that have risen in protest, in some of them even their councilors have not accepted to vote for the abolition of the municipalities", said Berisha.

But instead of helping, the allies in the row reserved a series of criticisms for the DP leader, to whom they made it clear that he should have gathered them earlier. According to them, the allies have been excluded from the entire process, while some others proposed that the DP take to the streets and lead the protests.
