ALARM: 10 pesticides banned in the EU are found on the Albanian market

The Supreme State Audit Office (SSA) has found several problems in the Ministry of Agriculture and Rural Development (MARD), after an audit covering the years 2023–2024 and public contracts from 2019 to 2024.

According to the report, the Ministry has had shortcomings in the way it drafts and implements its acts. In many cases, it is not clear who is responsible for their implementation and which structures should follow them. This, according to the audit, creates uncertainty and a risk of overlapping decisions.

One of the biggest concerns is related to pesticides. The Albanian Supreme Audit Office (KSAI) finds that for some agricultural products, the usage rates are several times higher than those of the European Union. In fact, during the years 2022–2024, 10 plant protection products that are banned in the EU were on the Albanian market.

Problems have also been found with agricultural land that is leased. Of the 673 parcels under the ministry’s administration, only 102 of them (around 15%) have ownership documents registered in the name of the Ministry of Rural Development. Furthermore, these lands are not properly included in the financial statements, reducing the real value of the ministry’s assets.

The audit also highlights problems with contracts: in some cases investments were not carried out according to agreements, there were changes to contracts and a lack of verification of ownership before leasing the land.

Deficiencies have also been found in public procurement, especially in the criteria and technical specifications, which in some cases are not justified.

The inspection of public works results in unfinished work, for which compensation of 19,053 thousand lek has been requested. Meanwhile, the total damage from ineffective management of funds amounts to around 207 million lek. These are related to investments that have not been put into operation, payments for court decisions, fuel expenses and problems with agricultural lands./ ekofin.al
