From September 2026, public transport infrastructure will be managed by the state-owned company "MobAl"

From September 2026, the organization and maintenance of the infrastructure for the functioning of public road transport, including the bus fleet, electric vehicle charging points, and the electronic ticket system, will be taken care of by the "MobAI" company with 100% state capital.
With a decision approved by the Council of Ministers, the joint-stock company with 100% state capital "MobAl", sh.a., was established, with the aim of organizing and operating the public road transport service in Albania.
The new company will operate as a public structure, under the authority of the Ministry of Infrastructure and Energy, which will represent the state as the sole shareholder.
The initial capital of 10 million lek will be transferred from the ministry's budget, while "MobAl", sh.a., is expected to offer a range of services that include:
a) the operation of public road passenger transport services, including tourist destinations;
b) the operation of regular specialized passenger transport services, including the transport of students and educational staff;
c) organizing and ensuring the maintenance of the operating infrastructure, including the bus fleet, stations, charging infrastructure for electric vehicles, the electronic ticketing system, servers for storing and processing data, as well as any other service or element necessary for the operation of the service;
ç) collecting ticket fees physically or electronically;
d) organization, licensing and monitoring of public passenger transport services, according to the legal and sub-legal acts in force;
dh) the creation or provision of electronic systems and applications for the management, information and monitoring of public road passenger transport services.
According to the decision, the company "MobAl", sh.a., may offer other additional services to public and private entities, in accordance with the purpose of its establishment, field of activity and its statute.
The company will be financed by its own revenues, tariffs, services for the public and private sectors, as well as grants or subsidies./ Monitor
