KPP Certifies Robbery/ How they turned a blind eye to the 10 million euro tender of RTSH

The Public Procurement Commission has put the final stamp on one of the most flagrant cases of embezzlement of public funds in the field of state media, officially legitimizing what experts and those within the structures themselves consider to be open robbery.
This is a tender with the object "Purchase of maintenance services for the DVB-T2 Distribution Network" for a duration of 48 months (4 years).
The official document of the winner's announcement confirms that the beneficiary of this contract has been announced as the joint venture of economic operators "IDEA - TEL" Sh.pk (participating with 55%) and "REAL COM" Sh.pk (participating with 45%).
The predetermined winning value is a full 899,313,745 lekë, almost 9.9 million euros excluding VAT, being offered at the level of 99.3% of the limit fund of 906 million lekë.
The scandal deepens even further after the merger of rival operators "R&T" and "TBS 96" submitted a bid that was about 1.2 million euros lower than the one declared the winner.
However, the contracting authority of RTSH chose to disqualify them, claiming deficiencies in the manufacturer's authorization and allegations of "forgery", cutting off the path to saving public funds and leaving only the high bid of Idea-Tel and Real Com as valid.
Accusations from within: The value of the service was doubled without any logic.
Although the KPP has decided to certify this procedure, a denunciation action and a confidential opinion coming from one of the 5 members of the RTSH's own Bid Evaluation Committee (KVO), expose the corruption scheme.
According to data made public by Kapitali.al , the same company, Idea-Tel, performed exactly the same maintenance service for the previous period (2021-2025) as a subcontractor of the German company Rode & Schwarz. The difference is shocking.
In the past four years, the service cost 5.6 million euros. For the next four years, for the same network and the same specifications, the value ballooned to 9.4 million euros.
This means that the price has increased by 61% or almost 4 million euros more for the same volume of work, without any new investment or technological change to justify this financial leap.
The destruction of the competition certified by the KPP
The announcement of the winner by RTSH shows that the procedure was a complete "farce" without real competition. Of the three bids submitted in total, one was completely fictitious as there was no accompanying document, while the other (the one with 1.2 million euros less) was eliminated.
Consequently, the competition was reduced to only one valid offer, eliminating any pressure on the price. RTSH "saved" only 70 thousand euros from the limit fund.
The opinion of the KVO member clearly states that the winning operators Idea-Tel and Real Com lack university diplomas for four engineers, as well as employment contracts for the declared staff. It is not even proven whether their staff has minimal experience in DVB-T2 systems.
Despite these serious legal and documentary violations, the purge of the lowest bid and the staggering price inflating, the Public Procurement Commission chose to certify the procedure, turning this tender into another case where Albanian taxpayers' money is distributed through predetermined schemes./Kapital
