I wish to speak today of the tragedy of Europe, that noble continent... the foundation of the Christian faith and Christian ethics. It is the origin of the greater part of the culture, art, philosophy, and science of ancient and modern times. If Europe were once united in a common heritage, there was no limit to the happiness, prosperity, and glory enjoyed by its 300 or 400 million inhabitants. And yet it is precisely from Europe that those fearful nationalist strifes have sprung, which have their origin in the Teutonic nations and in their empowerment, wars which we have seen in this century and which, even in our own time, destroy peace and cripple the prospects of humanity... In very wide areas there is a great mass of human beings, tormented, hungry, crushed, and confused, waiting in the ruins of their cities and looking out on the dark horizons for the approach of some new form of tyranny or terror.

Among the victors there is a ballet of voices, among the vanquished a gloomy silence of despair. This has been the lot of all Europeans grouped in so many ancient states and nations, and this has been the lot of all the Germanic races, harming one another and spreading destruction. In fact, had it not been for that great republic across the Atlantic Ocean, which early realized that the destruction or enslavement of Europe would one day reach there too, then the Dark Ages would have returned with all their cruelty and misery. It may return again. And yet there is a remedy which, if generally and spontaneously used by the majority of peoples in many countries, would miraculously transform the whole scene and in a few years make Europe, or the greater part of it, as free and happy as Switzerland is today.

What is this remedy? It is the re-creation of the European “fabric,” and the provision of a framework under which it can thrive in peace, security, and freedom. We must build a kind of United States of Europe. Only in this way will hundreds of millions of workers be able to re-experience the simple joys and hopes that make life worthwhile. The process is simple. All that is needed is the determination of hundreds of millions of men and women to do the right thing, not the wrong thing, and to receive a blessing, not a curse, in return.

… There is no reason why a regional organization of Europe should clash with the world organization of the United Nations. On the contrary, I think that the greater synthesis can only survive if it is based on natural groupings.

There is already a natural grouping in the Western Hemisphere. We Britons have the Commonwealth of Nations. These do not weaken, on the contrary, they strengthen the UN. And they are in fact the main support.

… Ne të gjithë dimë se dy luftërat botërore që kaluam, e kishin burimin tek pasioni i kotë i Gjermanisë së sapobashkuar për të luajtur një rol dominues në botë. Në këtë betejë të fundit janë kryer krime dhe masakra të cilat nuk kanë paralel, që nga koha e pushtimeve mongole në shekullin 13. Fajtorët duhet të ndëshkohen…

Por pasi kjo të jetë kryer, siç do të kryhet, duhet t’i jepet fund ndëshkimit. Duhet të vijë ai që Gladstone e quajti vite më parë “Akti i bekuar i harresës”. Ne të gjithë duhet t’u kthejmë shpinën tmerreve të së kaluarës dhe duhet të shohim nga e ardhmja. Nëse Evropa duhet të shpëtojë nga mjerimi i pafund dhe në fakt nga fundi i saj, duhet të vijë ky akt besimi në familjen evropiane, ky “akt harrese kundër të gjithë krimeve dhe marrëzive të së kaluarës”.

… Tani dua t’ju them diçka që do t’ju befasojë. Hapi i parë në rikrijimin e familjes evropiane duhet të jetë një partneritet ndërmjet Francës dhe Gjermanisë. Vetëm në këtë mënyrë Franca mund të rifitojë lidershipin moral dhe kulturor të Evropës. Nuk mund të ketë ringjallje të Evropës pa një Francë të madhe shpirtërisht dhe pa një Gjermani të madhe shpirtërisht. Struktura e Shteteve të Bashkuara të Evropës do të jetë e tillë, që do ta bëjë më pak të rëndësishme forcën materiale të një shteti të vetëm. Vendet e vegjël do të kenë po aq rëndësi sa të mëdhenjtë, si dhe do të fitojnë nderin e tyre duke kontribuar në kauzën e përbashkët. Shtetet dhe principatat e lashta të Gjermanisë, lirisht u bashkuan në një sistem federal, kështu mund të ndodhë edhe me Shtetet e Bashkuara të Evropës.

KATËR LIRITË

Nuk do të përpiqem të ofroj një program të detajuar. Ka qindra-miliona njerëz që duan të jenë të lumtur e të lirë, në prosperitet e të sigurtë, të cilët duan të gëzojnë katër liritë, për të cilat foli Presidenti Ruzvelt, si dhe të jetojnë në përputhje me parimet e mishëruara në Kartën e Atlantikut. Nëse kjo është dëshira e tyre, nëse është dëshira e evropianëve nga shumë vende, ata mjafton ta thonë dhe me siguri që mund të gjenden mjetet për të ngritur makinerinë, e cila do të plotësonte këtë dëshirë.

But I must warn you. Time may be short. For the moment there is breathing space. The cannons have ceased firing. The fighting has ceased, but the dangers have not. If we are to create a United States of Europe, or whatever name it may have, we must begin now. In these times we live strangely and precariously under the shield of the atomic bomb. The atomic bomb is still in the hands of a state and a nation, which we know will never use it except in the cause of freedom and justice, but it may happen that in a few years this instrument of destruction may spread, and it would bring about not only an end to civilization, but a disintegration of the globe itself.
Let me now summarize my proposals. Our unchanging aim must be the building and strengthening of the United Nations Organization. Within this concept of the world we must create the European family, in a regional structure called – perhaps – the United States of Europe, and the first practical step would be the creation of the Council of Europe. If at first the states of Europe do not want, or are not able, to enter the union, we must nevertheless continue by bringing together those who do want and can.

… In this urgent task, France and Germany must take the lead together. Great Britain, the British Commonwealth, America and, I believe, Soviet Russia must be friends and supporters of the new Europe, and must support its right to live. So, I say to you: “Let Europe rise!” / Bota.al
