'Partizani'/ Former Sports Director Testifies: We aimed to develop elite sports, the complex had assets, it was important for Albania
In the Partizani affair trial, former Sports Director Violeta Shqevi testified, who was summoned along with former Minister Ylli Pango, from whom SPAK intends to shed light on how both of them were placed at the disposal of Berisha's orders to do everything for the privatization of "Partizani" and why they changed the law on "Sport" several times until it was tailored to Malltez's plan to build 19 towers on the territory of the former sports club.
Before the jury, Shqevi said that she was the coordinator of the 2008-2020 sports strategy, saying that the goal of this strategy was to develop elite sports.
According to her, the Partizani Sports Club had a special importance for Albanian sports and had considerable assets, while the goal of the Ministry of Sports was to expand the sports infrastructure and not to change the destination of the facilities.
Asked if she was employed by the Ministry of Culture, Shqevi stated that she had worked as a lawyer since 2007 and had subsequently held various institutional positions. Shqevi stated that the “Partizani” club was under the responsibility of the ministry and included several sports disciplines, with the exception of football. According to her, the club had various sports assets and buildings, including facilities for gymnastics, wrestling and weightlifting.
Asked by SPAK prosecutors whether these properties were registered, Shqevi said that they had not been registered and that the directorate had no clear information about the existence of a formal owner or about possible occupation issues. She added that she had requested in writing from her superiors the registration of the properties of the “Partizani” club, in order to clarify their legal status. According to her testimony, at that time concerns were also raised about the obstruction of sports activities by some family members, who, according to her, had occupied areas of the club’s territory.
Regarding the 2007 and 2008 legal changes on sports, Shqevi said that she had been part of the staff and that at that time a state strategy was followed for the transformation of sports clubs into joint-stock companies within two years. She added that, according to the discussions at that time, in addition to the transformation of the clubs, the privatization of sports facilities was also envisaged. “We have made efforts to increase the sports infrastructure, as the country had a significant lack of it,” she declared. Shqevi also said that, in the event of privatization, the state was required to guarantee the replacement of sports facilities, citing similar models such as the Romanian one for the administration of sports.

Violeta Shqevi: Kam qenë e punësuar pranë Ministrisë së Kulturës dhe Sporteve, fillimisht si juriste në vitin 2007, më pas si drejtoreshë. Kam qenë në rolin e kryetares dhe koordinatores së Strategjisë së Sportit 2008-2020.
Qëllimi i strategjisë ka qenë zhvillimi i sportit elitar dhe i sportit masiv, gjë që do të arrihej përmes disa mekanizmave të rëndësishëm, siç ishte rritja e infrastrukturës sportive në vend. Në atë kohë, klubet sportive ishin persona juridikë publikë. Synohej modernizimi i klubeve sportive, të cilat do të kishin një qasje të re dhe duhej të ishte e qartë mënyra se si do të zhvilloheshin. Na ishte lënë një afat dyvjeçar.
Klubin Partizani e njoh si klub sportiv. Në atë kohë ne menaxhonim të gjithë klubin shumësportësh, me përjashtim të futbollit. Klubi kishte asete që nuk ishin në përgjegjësinë tonë të drejtpërdrejtë dhe për këtë arsye u shfaqën shqetësime nga drejtuesit.
Asetet ndodheshin në qendër të klubit. Zona ishte pranë shkollës “Naim Frashëri”, poshtë rrugës “Frosina Plaku”. Sipër palestrës së gjimnastikës kishte një palestër tjetër, ndërsa në një godinë tjetër zhvillohej mundja dhe disa sporte të tjera. Për ne ishte shumë i rëndësishëm zhvillimi i aktivitetit sportiv. Klubi Sportiv Partizani ishte shumë i rëndësishëm për të gjithë Shqipërinë.
Në tetor 2007 kam qenë pjesë e stafit të Drejtorisë Juridike. Sigurisht që shihej një qasje e re për zhvillimin e sportit. Shteti kishte vendosur një afat dyvjeçar për transformimin e klubeve sportive në shoqëri aksionare. U pa si e rëndësishme që të përfshiheshin edhe të tretët dhe të merreshin në konsideratë format e koncesionit.
Në vitin 2008 u ngrit një grup teknik për përcaktimin e disa objektivave strategjikë për zhvillimin e sportit, një prej të cilëve ishte infrastruktura. Drejtoria e Sportit ka qenë e qartë dhe e prerë; ne kemi kërkuar rritje të infrastrukturës sportive dhe kemi bërë përpjekje për sigurimin e sipërfaqeve, pasi ekspertët teknikë ishin shprehur se sipërfaqja sportive për frymë në Shqipëri ishte 0.008.
Ne propozuam që të zbatohej modeli rumun, sipas të cilit ministria përgjegjëse për sportin dhe qeveria do të duhej t’i zëvendësonin këto sipërfaqe në një vend tjetër. Ky ishte vendim i qeverisë, por ne duhej të ishim konsekuentë në mbështetjen e grupit teknik.
Ne ishim pro rritjes së infrastrukturës sportive, pa ndryshuar destinacionin e saj. Nuk ishim ne vendimmarrësit; ne kërkuam zbatimin e ligjit.
SPAK: Where were these buildings?
Shqevi: There were two in the center of the club, how can we say below 21 December, as an area.
SPAK: How many gyms were there?
Shqevi: There was a gymnastics gym, as well as a basketball and volleyball gym. In my memory there were other gyms.
SPAK: Were they registered?
Shqevi: No, they were not registered, the sports directorate did not have clear information about the existence of any owner, or that they were occupied. I asked my superiors...
SPAK: In June 2008, the ministry of tourism, the initiators of the law on sports, appeared, in addition to the concession, privatization also appeared, are you aware of this?
Shqevi: At that time, in addition to the clubs, the privatization of facilities would also take place, at that time a technical group would make a strategy for improving sports. We made efforts to increase the infrastructure, since we had much smaller infrastructure for the sports part. We demanded that if they were to be privatized, the state should replace them with other spaces. We were in favor of increasing the sports infrastructure. We demanded the implementation of Romanian law, if privatization were to occur.
Shchev's response to the defense
Violeta Shqevi: My competencies were organizing the relevant directorate, drafting policies and other tasks in accordance with the legislation. We had no connection with real estate. The sports club, according to the law, is a sports organization that operates as a joint-stock company after 2005. Sports facilities are closed sports facilities.
The strategy we were working on was still being discussed with the Ministry of Finance. The latter claimed that the costs were high. For this reason, the strategy did not receive the approval of the Ministry of Finance. The strategy was not approved due to lack of funds during 2008.
