"Equality before the law is the main duty" - Rama: May 26, irony or a smile of fate, from dictatorial violence to the final phase of integration!

Prime Minister Edi Rama said today in his podcast "Flasim" that Albania is now in the final phase of European integration, but which he described as the most difficult.
He described the tasks left by the EU on May 26 when the closing of the opening of negotiations and group chapters for integration began as a necessity for everyone to be equal before the law, where the state acts for the citizen and the citizen acts for the state.
Rama also described the date of May 26, when the intergovernmental conference was held in Brussels, as an irony of fate, as it corresponded to the date of the May 26, 1996 elections, when the socialist opposition of that time was violated and the elections were manipulated.
"The week that I left behind, on May 26, as if by irony or a smile of fate, of violence and vote-stealing and the sealing of an autocratic rule with dictatorial features in Albania, we came to the day when Albania entered the new and final phase of the path of European integration, closing the opening phase and opening the closing phase of integration," the Prime Minister said, among other things.
He added that the climb to the top of the mountain to plant the Albanian flag in the EU has now begun. A moment that he described as one that comes with satisfaction and responsibility.
"Albania, as ever, climbed to the top and the top where we will raise the Albanian flag, is closer than ever, it is a meaningful moment on this path towards membership and absolute certification of hard work for EU membership. A moment that comes with great satisfaction and responsibility. It is not a date on the integration calendar but a result of the tasks accomplished and the necessity of the tasks," he continued.
And as he pursued the path of Albania's integration into the EU, he expressed confidence that 2027 would be reached for the full closure of negotiations.
"The effort of equality before the law is the main task. This last phase is not the easiest, but the most difficult, of the tasks that the EU has left us to close negotiations with the EU at the end of 2027 and for membership. To prepare Albania, the country of standards and responsibilities of the state in relation to the citizen and the citizen in relation to the state and everyone together," he said.
“Javën që lamë pas, pikërisht më 26 maj, si për një ironi apo buzëqeshje të fatit, 30 vjet pas 26 majit të dhunës, të përgjakjes së opozitës, të grabitjes së votave dhe të vulosjes së një sundimi autokratik me tipare diktatoriale në Shqipëri, erdhëm në ditën kur Shqipëria hyri në fazën e re dhe të fundit të rrugëtimit të saj europian, duke mbyllur fazën e çeljes së kapitujve të negociatave dhe duke hapur fazën e mbylljes së tyre. Pra, më 26 maj, Shqipëria u ngjit në pikën më të lartë ndonjëherë në këtë të përpjetë të mundimshme historike dhe tanimë maja ku do të ngjitemi së bashku dhe do të vendosim flamurin kuqezi të Ismail Qemalit dhe të Gjergj Kastriotit, duke i dhënë kuptim dhe duke i dhënë sens të plotë një historie të stërgjatë ëndërrimi për Bashkimin Europian sot, por për atë që ishte hapësira e diellit që lind andej nga perëndon deri dje, është më afër se asnjëherë.
Menjëherë pas asaj dite të shënuar në Bruksel, ku hymë në fazën përfundimtare të negociatave për anëtarësim në Bashkimin Europian, ne jemi ulur dhe kemi miratuar disa vendime të rëndësishme që lidhen me Shqipërinë që duam të ndërtojmë deri në fund të kësaj dekade. Një Shqipëri për të cilën puna përqendrohet sigurisht te përmbushja e objektivave që kanë të bëjnë me mbylljen e 33 kapitujve të negociatave sipas kalendarit të dakordësuar, në mënyrë që të realizojmë objektivin, por njëkohësisht një Shqipëri që, në këtë kontekst, me Udhërrëfyesin Kombëtar për Zhvillimin e Qëndrueshëm 2030, një dokument i miratuar menjëherë pas Brukselit që përcakton objektiva konkrete dhe të matshme për zhvillimin e vendit në vitet që vijnë, ne në thelb realizojmë një plan që orienton institucionet tona drejt prioriteteve të lidhura me ekonominë, me arsimin, shëndetësinë, mjedisin, mirëqeverisjen dhe, në tërësi, cilësinë e jetës.
Po ashtu, lemi miratuar edhe një partneritet strategjik me agjencitë e Kombeve të Bashkuara për periudhën 2027–2031, për një bashkëpunim që do ta mbështesë Shqipërinë në disa prej fushave më të rëndësishme të zhvillimit, duke filluar nga kapitali njerëzor dhe transformimi ekonomik, te rritja e gjelbër, drejtësia gjithmonë dhe padyshim, si dhe, në tërësi, forcimi i institucioneve. E solla këtu, në këtë shënim, këtë moment, sepse shpesh integrimi europian, rruga e negociatave, përmbushja e detyrave për kapitujt përkatës, shihen vetëm si një proces i ndarë, si një proces që lidhet me ndërveprimin mes nesh dhe Komisionit Europian, por në fakt integrimi është shumë më tepër se kaq. Ai lidhet drejtpërdrejt jo vetëm me aftësinë tonë për të ndërtuar institucione më të forta, për të investuar te njerëzit, për të planifikuar zhvillimin afatgjatë, por edhe me domosdoshmërinë për ta përgatitur Shqipërinë, për ta jetësuar në hapësirën e republikës sonë vendin e standardeve dhe të përgjegjësive të shtetit në raport me qytetarin dhe të qytetarit në raport me shtetin, e të dyve bashkë në raport me të nesërmen e atdheut”, tha ai.
Rama also spoke about the creation of the Albanian Digital Solution, a project he described as a digital transformation.
"This week we also introduced a new public company, "Albanian Digital Solutions", a new public company that marks the new phase of the digital transformation of the Albanian state. After building platforms and then digitizing over 1200 public services, which have been provided for several years now directly from a mobile phone or computer through e-Albania, today we have taken another step to enter a stage where new technological capacities will now give us the opportunity to profoundly transform the country's electronic governance, by creating, in service of this goal, a public company that will be a center of excellence for Albanian technology talents and that will cover the public sphere of needs and innovation in public services, of innovation in the country's governance at both levels and of innovation in the service of an extraordinary transformation.
Today we have a significant increase in applications for innovation programs. Over 1,100 applications have come in just the last grant cycle for the “Startup Albania” program and all this shows us that we have gradually gained ground where we have started at this point from the very end and today we have a place on the European and global map of innovation in terms of the public sector, but we need to go much further and we need to go much further in the private sector. We need to use all the new capacities of technology in governance as well, which, in fact, we have started and will continue with intensity also thanks to this division of AKSHI into two parts. AKSHI will be the leader, regulator and quality monitor, while “Albanian Digital Solutions”, ADS, will practically be the brain that will continuously produce the necessary solutions and, on the other hand, will guarantee the maintenance of our systems”, he said.
