First, neither in Albania nor in the whole of Europe, except for one country in the world, does there exist a shadow government. Only in England does it exist, and not both parties have it. Only the Conservative Party has it.

Klevis Balliu: There was KOP and from KOP only two people have been ministers, the others have not been outside. There is no shadow government, it is not recognized as a concept throughout Europe, I said only in England.
