Gangrene at 35 years old/ Rama finally admits: Property, a problem for integration, Europe seeks a solution
Ownership issues are among the main concerns that the European Union has with Albania, due to the ambiguity of the acts, their lack of reflection in registers, cadastral data stored manually on paper, and their inconsistency with the reality on the ground.
This concern of the EU is part of the group-chapter of fundamentals in the accession negotiations for our country. During the regional conference held in Tirana on properties and integration, the EU representative once again gave the tasks that Albania must fulfill, while the Council of Europe showed what is the key to implementing reforms.
Prime Minister Rama acknowledged that the property issue is a challenge for our country, justifying it with the problems inherited 13 years ago, but with the hope that technology will come to his aid.
The head of government pointed out that court decisions on property have burdened the state budget. The representative of the Council of Europe responded to this complaint, requesting that the decisions of the International Court of Justice be executed.
According to the conditions set by the EU in the IBAR report, Albania has a deadline for registering and digitizing properties from 2026, until the next deadline for a complete system within 2030.
