What is happening with the decision-making for the beaches in the Municipality of Vlora is not simply an administrative ambiguity. It is a situation that raises serious legal and political doubts about the way the city's public assets are being managed.
Initially, the mayor presented the draft decision to the Municipal Council for the approval of the management of the beaches. On the basis of this approval, amidst strong public and political debates, the company "Vlora Invest" was also created, a company specifically set up to take over the management of the city's beaches.
But what makes the situation even more problematic is the fact that the same draft decision, after being approved by the votes of the socialist councilors, was later withdrawn with the signature of the mayor herself, and was not sent to the Prefect's institution for the control of legality, as required by the procedure.

This situation no longer leaves room for ambiguity, but raises a much bigger problem: the legality of the “Vlora Invest” company cannot be expressed and guaranteed, since it was created precisely on the basis of this draft decision and for a single purpose — beach management.
The moment the basic act is withdrawn and does not pass the legality check, the very legal basis for the functioning of this company is automatically called into question.
From a legal perspective, this creates an unacceptable situation: a structure that claims to administer public property, while the acts on which it relies are unclear and are withdrawn along the way.
From a political perspective, this shows an unstable and non-transparent decision-making method, where initially great steps are taken for the administration of the beaches and then the acts are withdrawn without any explanation for the municipal council and the citizens.
