'Strategic investors', from people with a criminal past to Rama's friends

In 2015, the Assembly passed a law, supposedly to bring foreign investments and create facilities for serious foreign investors, but the conclusion is that the beneficiaries of the law are the friends and permanent partners of Edi Rama.
To make the article as clear as possible at the beginning and to show how Edi Rama has favored his friends, we are showing what are the benefits of strategic investors.
You can be called a strategic investor if you promise to invest 5 million euros and employ over 80 people in the field of tourism.
Apart from tourism, the sectors where you can get the status of strategic investor to invest are the energy and mining sector, infrastructure, agriculture and technological areas of economic development.
If you get this status, the state guarantees you a number of benefits from the grant of land, roads, sewerage, water supply and electricity. In special cases, the state undertakes to expropriate private properties to enable the realization of the project.
After the construction of the tourist complexes, these investors are allowed to use the sea shores and the beach for up to 30 years.
But based on the data so far, most of the strategic investors have used this law to build villas, which do not bring any development to tourism, and the worst thing is that they are sold and all the profits go to their companies.
But who are the strategic investors given by the Rama government?
We start with Pëllumb Gjoka and the help he gave to Rama, the 'businessman' who is in prison because SPAK has proven his cooperation with criminal elements.
The Strategic Investments Committee approved the status of the investor for the "Silver Sand Resort" project, with the applicant entity "Imperial Group". The profitable company was owned in 56 percent by Pëllumb Gjoka and the rest by his family members, Kolë and Alida Gjoka.
The decision was taken after the general elections when the socialists won a third mandate, while in Shkodër they got a satisfactory result in cooperation with Tom Doshi's PSD.
The announcement of the strategic investor was a reward for Gjoka, who today has to face his past.

The second in line is the businessman Artan Gaçi, the husband of the former minister Olta Xhaçka, from whom a month ago SPAK seized 5,512 m2 of land in the area of the village of Gjilek in Dhërmi.
The preventive seizure was decided after the suspicions created by SPAK, for falsification of the acts of taking ownership of this plot of land.
From this property Artan Gaçi had also acquired the status as a 'strategic investor'.

Komiteti i investimeve strategjike, me vendimin nr. 6, datë 19 Prill 2018, miratoi statusin e “investitorit” për kompaninë “Agro Iliria Group”, në pronësi të Ilir Trebickën e Shpëtim Osekut, për projektin “Ngritja e Plantacionit me shegë, goji berry dhe avokado” në Karavasta, Divjakë.
Bledar Sinani, i njohur në rrethet e ngushta të Tiranës si Dari i Apexit, është një tjetër biznesmen që ka përfituar statusin e investitorit strategjik për një projekt mbi 1 mijë hektarësh në Kepin e Rodonit. Për këtë projekt qeveria mori përsipër të ndërtonte një rrugë me paratë e buxhetit nga Aeroporti i Rinasit deri në hyrjen e projektit, përveç favoreve të tjera fiskale dhe jo vetëm. Statusi është përfituar në Korrik të vitit 2021, por ende nuk ka ndonjë avancim konkret në terren.
Artan Dulaku, biznesmeni tjetër i fuqishëm në fushën e ndërtimit rezulton gjithashtu të ketë përfituar statusin dy herë, për projektin Gone Perivol në Dhërmi dhe atë San Pietro në Gjirin e Lalzit.
Florenc Gjikuria, edhe ky një tjetër biznesmen i madh në fushën e ndërtimit, po ashtu rezulton përfitues nga ligji i investimeve strategjike me dy projekte në zonën e Dhërmiut.
Albstar, kompania e biznesmenit Idajet Ismailaj rezulton përfituese e statusit për një projekt në parkun e Butrintit në ortakëri me të afërmit e ish ministrit të infrastrukturës, Damian Gjiknuri.
Manastiri Resort ka ngjallur debate të forta publike për shkak se qeveria hoqi nga zona e mbrojtur tokën ku do të realizohet projekti, ndërkohë që deputeti Vangjel Dule akuzoi publikisht në Parlament se përmes këtij projekti po grabiten pronat e Kishës.
