Minister Lamallari at the UN: Albania is strengthening its role as a serious

Minister of Internal Affairs, Besfort Lamallari, delivered a keynote speech at the UN, at the International Forum on Migration. He reaffirmed Albania's commitment to safe, regular and legal migration, based on human rights, international cooperation and the empowerment of the Albanian diaspora.

With concrete reforms, evidence-based policies, and regional and global partnerships, Albania is strengthening its role as a serious partner in modern migration governance and on the path towards European integration.

Honorable delegates of states and governments,

It is an excellent opportunity to address this Forum on behalf of the Republic of Albania at this crucial moment for global migration governance.

Albania is a country of origin, transit and, increasingly, destination for migrants.

With a significant portion of our citizens living abroad, migration continues to shape our society and economy, as well as the direction of the country's development, in full accordance with our national priorities and the process of integration into the European Union.

Since the adoption of the Global Compact on Migration (GCM), Albania has remained strongly committed to its implementation, guided by a comprehensive approach of institutions and society.

We have worked closely with the International Organization for Migration, the UN Migration Network, as well as national and international partners to advance our national efforts and prepare our Voluntary Report for the period 2023–2025.

Let me focus on 3 main areas of progress:
First, Albania has strengthened evidence-based policymaking by improving data systems on migration. The National Migration Strategy 2024–2030 aligns national measures with all 23 GCM objectives. This strategic document has strengthened the inter-institutional migration management mechanism and serves as a guarantee for the protection of the rights of migrants and refugees, including their integration into Albanian society. At the same time, we recognize the need to further strengthen monitoring capacities and data systems at the local level;

Second, we have advanced regular migration pathways and labor mobility through regional cooperation in the Western Balkans, as well as through expanding bilateral partnerships. These efforts aim to create safe and accessible opportunities for migrant workers, while responding to evolving labor market needs, including strengthening ties with our diaspora communities;

Third, Albania has strengthened its capacity to manage migration in a humane and orderly manner. We have improved inter-institutional coordination, contingency planning, and strengthened human rights-sensitive border management. In parallel, we are advancing return and reintegration efforts, with greater emphasis on counselling, tailored support, and sustainable reintegration at the local level, while strengthening engagement with the diaspora.

Excellency, Albania remains firmly committed to further strengthening migration management in line with international standards and shared responsibilities.
We will continue to invest in evidence-based policymaking, expand safe and regular pathways, and strengthen protection mechanisms for all migrants.

We are also ready to deepen regional and international cooperation.
