A witness in prison, one hidden in Vienna, what is the CEZ-DIA affair that has 'escalated' Meta

One of SPAK's files, the traces of which lead to Meta, is what is known as the CEZ-DIA affair and which is being personally investigated by its head, Dumani.
There are already many such, but the CEZ-DIA affair is one of the biggest financial scandals in the history of pluralism in Albania.
This agreement would cost the Albanian state budget 414 million euros in damages after the unilateral cancellation in 2013.
It started with the sale of 75% of the shares of the state company OSSH from the Berisha government to CEZ in 2009.
It follows the consecutive favoritism of CEZ.
And it ends with the expulsion of CEZ from Albania in 2013, a move with an electoral and corrupt background.
Short story: The tip of the iceberg
Shortly after Sali Berisha and his ministers signed the DSO privatization, with a thousand dark points and favors, the businessman Kastriot Ismailaj appeared on the scene, who created the company Debt International Advisory (DIA), in the British Virgin Islands, on July 7, 2010.
On August 4, 2010, DIA registered its branch in Tirana, with administrator Ismailaj. In September 2010, CEZ partnered with DIA to collect unpaid electricity bills. To win the contract with CEZ, DIA used false documents. The entire contract, according to prosecutors, was based on lies, fabrications and forged documents, while the DIA company existed only on paper. According to the 'contract', CEZ had to pay DIA a fixed fee of 512,000 euros per month, plus the 'success' fee. Ismailaj presented false documents, took the money and disappeared.
In the case of Kastriot Ismailaj's sentence of 11 years in prison, a sentence confirmed by all levels of the courts, the prosecutor's office concluded that the purpose of Kastriot Ismailaj was not to collect the debt on behalf of CEZ, nor to perform any real work, but theft of money from the company "CEZ Shpërndarja", in cooperation with representatives of CEZ. On the other hand, CEZ raised claims for recognition of bad debt to the Berisha government, which accepted them.
" Kastriot Ismailaj, using false data and fictitious documents in cooperation with the citizen Josef Hejsek, has illegally benefited the amount of 512 004 420 lek, causing serious consequences for the company "CEZ Shpërndarja", Money gained through fraud (theft), the defendant Kastriot Ismailaj did not use them for the purpose of realizing the contract, but invested them, transferred them abroad or used them for personal purposes ", the file states.
Although in the end only Kastriot Ismailaj was convicted, there are strong suspicions that Ismailaj was simply the hand of Tirana's top politicians, for stealing money, in coordination with CEZ itself, which was systematically favored by the government and extorted citizens with arbitrary bills .
There are at least some testimonies and indications that identify former president Ilir Meta as the man who was hiding behind Kastriot Ismailaj. Following every thread about the CEZ-DIA affair leads right to him.
8 million euros were seized from Ismailaj, convicted in 2017. The court has ordered the seizure of all movable and immovable assets as well as all bank accounts in the name of Ismailaj, 52 years old at the time of the sentence.
Two months before this confiscation, the Court for Serious Crimes decided to confiscate 5 million dollars of the businessman and his family members.
This was one of the first cases with which SPAK started its work. This prosecutor took testimony from Ismailaj in prison and spoke with his wife on the run. Former minister Damian Gjaknuri and other officials were also summoned.
Jozef Hejsek: Ismailaj was recommended to us by Ilir Meta
Jozef Hejsek, the former chief executive of CEZ, has stated that Ilir Meta had recommended Kastriot Ismailaj as his "trusted man" for the collection of old debts on behalf of CEZ Shpërndarje. Jozef Hejsek has testified that Ismailaj was treated as the man of the Albanian government for the collection of old debts, as he was presented as a close ally of the Minister of Foreign Affairs at that time, Ilir Meta, and of the former Prime Minister Sali Berisha by the Albanian ambassador of at that time in Prague, Qazim Tepshi. Jozef Hejsek gave this testimony on October 26, 2014 in Prague on behalf of the lawyers of the OSHEE law firm, Clifford Chance, in the context of the arbitration process that was taking place in the Vienna court, where Kastriot Ismailaj's company, Debt International Advisory, demanded 130 million euros in compensation for the termination of the contract by OSHEE, after the departure of CEZ. The opening of the criminal process in Tirana forced Kastriot Ismailaj to withdraw from the arbitration.
Dritan Prifti: Meta traveled to the Czech Republic for the CEZ-DIA contract

Nga DIA kanë shkuar para për kompaninë e Agron Çelës që sot është deputet i LSI-së, për arsye se do të bliheshin ca makina, ca motora që nuk u blenë kurrë, por para që kuptohet janë përdorur pastaj për fushatën zgjedhore të vitit 2011-të”, tha Prifti.
Gruaja e Ismailajt: Meta vinte në shtëpinë tonë
Gruaja e Kastriot Ismailajt, Vojsava, ka rrëfyer lidhjet e forta mes Ilir Metës dhe bashkëshortit të saj. Ajo ka treguar për vizitat familje dhe SMS-të që Meta i nisi Kastriot Ismailajt. “Ilir Meta dhe bashkëshortja e tij, Monika, shpesh herë vinin në shtëpinë tonë….Mjafton që të shohësh SMS-të që Ilir Meta i dërgonte Kastriotit në vitet 2010, 2011 dhe e kupton lehtësisht këtë. Kastrioti ka qenë gjithashtu shpesh nën presion për të dhënë para nga bizneset e tij, për të ushqyer fushatat elektorale”, tha ajo. Berisha: Prokuroria të marrë nën hetim Metën
Në shtator të vitit 2015, Sali Berisha deklaronte në Parlament se Ilir Meta nuk kishte pasur asnjë tagër për të negociuar kontratën CEZ-DIA në Pragë. Duke besuar dëshminë e Jozef Hejsek, Berisha i bëri thirrje Prokurorisë që të merrte menjëherë nën hetim Metën, i cili i ka mohuar gjithnjë akuzat. “Një dëshmi tjetër vjen nga ish administratori i CEZ se Ilir Meta si Ministër i Jashtëm e ka takuar në Pragë dhe ka negociuar me Hajsek për Kastriot Ismailajn, duke shfrytëzuar kështu postin zyrtar dhe mashtruar për interesin e xhepit të tij. Deklaroj këtu me përgjegjësi të plotë se Ilir Meta si Ministër i Jashtëm nuk ka pasur tagër për të negociuar me CEZ për asnjë lloj problemi. I bëj thirrje Prokurorit të Përgjithshëm të nise hetimin e menjëhershëm për Ilir Metën për këtë aferë korrupsioni ndërkombëtar. Ju bëj thirrje qytetarëve shqiptarë të mos pajtohen kurrë me qëndrimin e oligarkëve Rama-Meta që duan me imunitet të bllokojnë drejtësinë”, tha Berisha.

Në qershor të 2019, media publikoi një investigim, ku Ilir Meta, një ditë para zgjedhjeve te 2009, i kërkon me urgjencë Kastriot Ismailaj një shumë prej 200 mijë euro.
