One of the poorest areas/ Librazhd Municipality tenders 300 million lek to see

In one of the poorest municipalities in Albania, where roads, water supplies and sewers are lacking, the Librazhd Municipality has decided to spend almost 300 million old lek to build an "adventure park with an astronomical observatory", a project to see the stars with a telescope and "fly" on a zip-line.

According to official data from the Public Procurement Agency, the tender with reference number REF-60766-09-09-2025, with the object "Construction of an adventure park (zip line, panoramic balcony, astronomical observatory)", has been announced as the winner by the company AVDULI, owned by businessman Arben Avduli.

The contracting authority is the Municipality of Librazhd, headed by Mayor Mariglen Disha.

So, the winning value constitutes 89% of the limit fund, a percentage that indicates a real lack of competition, especially when only two companies participated in the tender.

Doubts about a tender "with eyes in the stars", but with feet in the mud

At first glance, building an astronomical observatory in a small town may sound like an investment in tourism and science. But in reality, many ask: does Librazhdi need a telescope when it lacks lighting, neighborhood sanitation, and basic infrastructure?

The high cost and lack of competition raise serious doubts about the way public money is being distributed across Albanian municipalities. While rural communities around Librazhd face isolation and minimal investment every winter, the municipality seems focused on projects that sound more like “cosmetic luxuries” than real development.

In essence, the tender for the "panoramic balcony and astronomical observatory" seems like a typical example of how the local government justifies large expenditures with "tourism projects", which then serve to reformat public funds into known pockets.

If Librazhd doesn't have water, roads, or jobs, at least it will now have a telescope — to see more clearly how citizens' money is wasted in the sky of public tenders./ JOQ
