The criminal file of the SPAK special prosecution office showed what a few critical journalists and some voices of the Albanian opposition have denounced during these 3 years, the wrong format of the management of the Ministry of Infrastructure and Energy, by Belinda

Rama's favorite ministry has already been "sat on the bench" by the Special Court, being suspended from duty, due to the rise of an unprecedented corruption gear in the pre-determination of Public tenders to its clients and the government.

Foreign and local businessmen have been directed by Balluku to go meet her subordinate, Evis Berberi, with the aim of having the latter carry out formal procedures in predetermining or manipulating the distribution of public money to Albanians.

 

A typical case could not be avoided by the tender for the construction of the Llogara tunnel, the supervision of the works of the Llogara tender, the Grand Ring Road, the concession of the Thumanë-Kashar highway, the energy contract for the two generators "Tigri 1" and "Tigri 2", and many other tenders where Balluku repeated the same scheme.

On the other hand, Belinda, through her lawyers and Prime Minister Rama himself, is trying to channel the issue into a procedural aspect, seeking to declare Decision No. 118 of November 14, taken by the first instance judge, Erion Çela, unconstitutional.

A reliable source at SPAK, who has handled one of the criminal files of Belinda Balluku and her subordinate officials, told journalist Elton Qyno that the case of the former Minister of Infrastructure and Energy is like the work of that sack of flour.

"...every time you shake a bag of flour, the same amount of flour comes out..." - the source said, implying that Belinda Balluku has a series of violations of the same nature of the predetermination of public tenders. Meanwhile, other investigations are being conducted for other criminal offenses.

The former Ministry of Infrastructure and Energy has already been accused of "Violation of inequality in tenders" committed in two cases, this in the form of collaboration.

In the first case, that of the construction of the Llogara tunnel, a ping-pong of procedures was carried out with the sole aim of winning the 190 million euro tender from the Turkish company, "ASL Insaat Taahhut Ve Sanayi Ticaret Limited Sirketi with owner, Abdulkadir Kart, the latter a close associate of Turkish President Erdogan.

According to messages exchanged between Belinda Balluku and Evis Berberi, the former Minister of Infrastructure wants to meet with the Turkish moustache Abdulkadir Kart in order to hold him accountable.

According to the investigative file, on November 5, 2021, at 2:18 PM, Evis Berberi sends Minister Belinda Balluku the message: "...The Turks come on Monday and leave on Tuesday and agree to the draft contract...".

At 14:29, Belinda Balluku: "…Super. When will they make the company…?". Meanwhile, Berberi replies:

"...I'm waiting for the ASL letters and I'll register it. I said, put it as a condition in the contract that will be paid to the company that will be opened and registered in Albania, to be signed on Monday...".

Belinda Balluku then writes: "…Of course…”.

In relation to this communication, from the review made on the website of the National Business Center, it results that on November 8, 2021, the Economic Operator "INTEKAR - ASL" was established, with NIPT number, M17323202S.

But two days before the company was founded on November 6, 2021, at 2:18 PM, Evis Berberi sends Belinda Balluku the message: "...The Turks come on Monday at 8 am and leave at 6:00 pm on Monday. Should we sign the contract at ARRSH? At what time do you want the Elder of ASL to come and meet me...?".

Also two days later, on November 8, 2021, at 08:44. Evis Berberi sends Belinda Balluku the message: "...I left the Turks at 10 for the contract then I'm going there Ok.

At 08:45, Belinda Balluku replies: "...Yes, yes, finish the contract because it's super important, let me know when the process is complete. Take 5 photos, but don't publish them...".

At 08:45, Evis Berberi replies to the minister: "Ok."

At 08:46. Belinda Balluku: "We have."

At 08:46, Evis Berberi replies: "?".

At 13:35. Evis Berberi says to Balluku: "…I have to come with ASL at 14:30…? (This is about the Abdulkadir Kart-Balluku meeting).

At 1:42 PM, Belinda Balluku tells the Barber that his presence was not necessary, as the meeting with the Turkish mustache would be held face to face, as she would hold him accountable:

"No no, I just want to hold my mustache accountable."

At 1:42 p.m. Evis Berberi says: "Ok."

In relation to these communications, the examination of the TIMS system shows that Turkish citizens Serkan Çam (owner of the Turkish winning company "Intekar Yapi Turizm Elektrik Insaat Sanayi Ve Ticaret Limited Sirketi") and Abdulkadir Kart (owner of the Turkish winning company "ASL. Insaat Taahhut Ve Sanayi Ticaret Limited Sirketi") entered the territory of the Republic of Albania on November 8, 2021, at 09:19 and 09:17, respectively, and left Albania on November 8, 2021, at 15:26 and 15:25, respectively.

The two Turks have signed the contract, while the representative of the Albanian state in this contract is the former director of the Albanian Road Authority, Evis Berberi.
