An area of ​​10,000 square meters of state-owned land in Korça will be leased for just 1 euro per year for the construction of a luxury tourist resort, according to a new decision of the Council of Ministers approved on June 11.

The beneficiary company is "Investment and Development Albania", which has enjoyed the status of "Strategic Investor" since February 2023. Its project, called "Green House Korça Resort", envisages a tourist complex with a 94-room hotel, gastronomic facilities and other high-level services, with a total investment value of over 18 million euros.

The lease contract was authorized between the Ministry of Economy, Culture and Innovation and the private company, with the aim of implementing policies to promote investment in tourism.

According to official documentation, the selected land is classified as "plot" and is located in the territory of the Municipality of Korça. Behind the company that will build the resort are three shareholders: Agim Zeqo (40%), Gerian Kuka (30%) and Ilir Shtufi (30%).

Zeqo, the former president of the Skënderbeu club, Kuka, the consul of El Salvador in Albania, and Shtufi, the oligarch of massive construction known for the giant project "Mountain of Tirana", a 65-story skyscraper being built in the capital.

The decision to lease land at a symbolic price, although within the legal framework of strategic investments, has revived discussions on how public properties are used and the real beneficiaries of this state scheme.
