Lawyer Arbër Hoxha, speaking about the prime minister's claims that prisons are full, stated that the measure of security arrest with prison was used as an instrument to place the state in certain sectors.
He brought up a story from 2013 where, according to him, the judge of Kukës, with the surname Veliaj, received a phone call from Rama asking her not to release a 73-year-old prisoner from prison, who was suspected of stealing energy.
"The prime minister called and asked the judge with the last name Veliaj why he released the person. She replied that he was 73 years old. Rama had him stay there," said lawyer Arbër Hoxha.
Arbër Hoxha : Security measures of arrest and imprisonment were given without any criteria by the court. They were used as an instrument to establish the state in certain sectors.
The security measure for energy theft was "arrest with imprisonment".
