Albania's rapporteur tells Rama at EU conference: Opening is not an issue, chapters must be closed

Albania's rapporteur in the European Parliament, Andreas Schieder, has conveyed a clear message from Tirana regarding the country's integration process into the European Union that it is not enough to open chapters, but rather to complete them and implement reforms in practice.
In his speech at the Interparliamentary Conference "Strategic Agenda for EU Enlargement and Albania's Membership", Schieder praised Albania's progress, but stressed that the country must now focus on concluding the process.
"Albania is a beautiful country, with sea and mountains. I want to make my contribution to finalizing this historic moment," said Schieder.
According to him, although the integration process has been prolonged, what matters now is the objective and pace of reforms. The European rapporteur said that Albania should use this moment to advance towards EU membership.
"Albania is the forerunner of the Western Balkans in integrating into the EU," said Schieder, also referring to the assessments of Enlargement Commissioner Marta Kos.
He also focused on this year's report on Albania, emphasizing that the process must be accompanied by attention to all areas of reforms.
"We need to look at all the issues, the rule of law, where Albania undertook the vetting process," he said.
Schieder also mentioned social systems, the health system and foreign policy, assessing that in the latter Albania is in line with the positions of the European Union.
Albania's rapporteur in the European Parliament stressed that the country is in the final phase of the process, but that there are still chapters that need to be closed.
"The chief negotiator is here with us, we are now in the final phase of the race. There are still several chapters that need to be closed. Albania has been superior ," said Schieder.
His message was direct that the process should not be measured only by the number of chapters opened, but by their completion and the concrete implementation of reforms.
"It is not a question of opening chapters, but of closing them. These reforms must reach society. The future of the country must be shaped," he declared.
Schieder added that Albania still has time to complete the remaining steps, but stressed that the completion of the process does not depend only on Albanian institutions. According to him, the way in which the European Union itself will handle the enlargement process also plays an important role.
"Albania deserves to be a member of the EU. We have seen that Albania and the Parliament have taken up this challenge quite strongly, but in the end it is a matter for the EU how it handles it. It is not simply a matter of Brussels and Albania," the rapporteur concluded.
