Enemy tribes in Shkodër/ How the saga of murders between the Bajra and Lice began, at least 20 victims and dozens of assassinations

The Bajra and Lice tribes are among the most popular in Shkodër, due to a long history of clashes and criminal events. The most recent victim is Hamza Lici, who was killed by a moving car while traveling with the son of the former candidate for deputy, Xhemal Bushati. Bushati was seriously injured during this attack.
Hamza Lici was the brother of Ibrahim Lici, accused of murdering Endri Mustafa in May 2021. Ibrahim Lici was arrested in Turkey last year but later released after his extradition request was rejected.
Ibrahim Lici's name was mentioned during 2017, when he was accused of imposing fines on businesses in Shkodër. After a police operation, he and several other people were arrested, but he was later released.
In March 2017, Ibrahim Lici and his brother, Muhamet Lici, were arrested for running a criminal group that levied fines in the Zdrale market. Muhamet Lici was sentenced to 13 years in prison, while Ibrahim Lici was released.
Tensions intensified after the murder of Astmer Bilal's father and uncle, where the participation of the Lici tribe was suspected, but evidence was lacking. The murder of Endri Mustafa in 2021 is another event that deepened the conflicts between these groups.
The police wanted Ibrahim Lici, who claimed to have an alibi and accused the Bilals of murder. He is also suspected of being the author of the assassination of the brothers Astri and Brahim Bilali on March 30, 2019, an event that was investigated as a clash between gangs.
Clashes between Lici and Bajri groups allegedly started after the assassination of businessman Lulzim Kulla in January 2018. The explosion that occurred that night caused eight injuries.
A series of subsequent murders, including those of Mehdi Kavaja and the couple Boran Bërçana and Silvi Ndoci, are also linked to this conflict. The murder of Fatbardh Lici on August 10, 2018, as well as the disappearance of Agron Mollaj and Gëzim Hysa, further deepened tensions.
In 2019, the police intervened and arrested 12 members of the "Bajri" group, including Astmer Bilal, in an operation that spanned several European countries.
The saga of conflicts between these tribes in Shkodër, which began in 2017, has produced at least 20 victims and dozens of assassinations, leaving behind a tense and insecure atmosphere. Now, with the murder of Hamza Lic, this cycle of violence seems to continue without stopping.
