Unauthorized construction allowed/ Shkodra Prosecution takes police officer and three IMT officials to court

The Shkodra Prosecution Office has completed the investigations and sent to trial a state police officer, the chief inspector of the Territory Protection Inspectorate (IMT), and two inspectors who are accused of allowing unauthorized construction.
According to the prosecution, the investigations resulted in the fact that on April 9, 2025, operational data was obtained that in the villages of Pistull and Paçram, Hajmel Administrative Unit, Vau i Dejës Municipality, construction was being carried out without a permit and that some of the citizens involved were suspected of being favored by police officers and IMT officials.
At the conclusion of the investigation, it emerged that the officials had committed the criminal offense of 'Abuse of Office'. A citizen was also taken to court for actions that obstructed the disclosure of the truth.
More specifically, it concerns:
• AD, state police employee, with the duty of assistant community policing specialist, at the Vau-Dejës Police Commissariat; accused of committing the criminal offense under aggravating circumstances of “Failure to report a crime” under Article 300 of the Criminal Code and of committing the criminal offense of “Abuse of duty”, under Article 248 of the Criminal Code, under the coercive personal security measure “Obligation to report to the judicial police”, under Article 234 of the Criminal Procedure Code.
•ML, with the duty of chief inspector at the IMT in the Municipality of Vau-Dejës; accused of committing the criminal offense under the aggravating circumstances of "Failure to report a crime" and "Abuse of office" provided for by articles 300-25 and 248 of the Criminal Code, under the coercive personal security measure "Obligation to report to the judicial police";
• JH, with the duty of inspector at the IMT in the Municipality of Vau-Dejës, accused of committing the criminal offense under the aggravating circumstances of “Failure to report a crime” and “Abuse of office” provided for by articles 300-25 and 248 of the Criminal Code, under the coercive personal security measure “Obligation to report to the judicial police”;
•D.Ll., with the duty of inspector at the IMT in the Municipality of Vau-Dejës, accused of committing the criminal offense under the aggravating circumstances of “Failure to report a crime” and “Abuse of office” provided for by articles 300-25 and 248 of the Criminal Code, under the coercive personal security measure of “Obligation to report to the judicial police”; and
•BD; accused of committing the criminal offense of “Actions that impede the discovery of the truth” under the provisions of Article 301 of the Criminal Code.
