Rebecca Gannon was a girl who loved life and nature.
A girl who, in her portrait, radiated only kindness, which she did not hesitate to spread to the people around her, or who had met her even once in her life.
It was this purity, coupled with his love for nature and the sea, that he loved so much that they connected him even more with the sport of diving.
A sport that the 29-year-old British woman had practiced for years and had traveled extensively to different countries around the world, from South America to distant Australia.
Explorations that had also brought him to Albania.
A land unknown to her, but which, with its touristic beauties, especially its coastal ones, had also attracted the interest of Rebeka and her friends.
But Rebeka had no way of knowing that the journey she was taking to Albania would be her last in this life.
A life that would be cut short right in the waters of a country that remains mysterious even today to many of the foreign tourists who come to visit.
Just like it happened on the morning of September 19, 2022.
The morning when Rebeka and her group of friends set off into the open sea to dive, accompanied by an Albanian guide, to explore the ruins of an old sunken ship,
But something seems to have gone wrong, and the girl from Great Britain returned to the surface of the sea with no signs of life.
Where even today the blame for the loss of Rebeka's life has remained an orphan and justice rests on a file that demands legal responsibility, on the one who is guilty of the tragedy that occurred on the coast of Saranda, in mid-September, three years ago.
What we will tell you below is one of the stories not only of the law's dysfunction in a country like Albania that hosts millions of tourists, but where often those who are the first to break the law are state officials.
Initially included in institutions and then involved in criminal activities.
As is the case of Saimir Kushova, the person known to be responsible for the loss of Rebeka's life, who, while under investigation in Albania, not only avoided trial, but also fled the country by moving to Norway, on bail.
Where it turns out that he was involved in international drug trafficking.
But before we get to the profile of former police officer Saimir Kushova, who was also the administrator of the underwater diving company 'Spiranca Diving Center' that Rebeka and his friends trusted, let's first stop at what happened to the group of foreign tourists who had arrived in Saranda.

Sipas këtij njoftimi një grup turistësh të shtetësive të ndryshme, ishin nisur bashkë me guidën shqiptare në pikën e caktuar më herët në det për të ushtruar sportin e zhytjes nënujore, dhe aty njëra prej shtetaseve të huaja, ka humbur jetën.
Më datë 19 Shtator 2022, Salla Operative e Policisë së Komisariatit Sarandë, mori njoftim se në lagjen Nr. 1 të Qytetit, është mbytur një shtetase britanike.
Nga të dhënat e para rezultoi se mëngjesin e kësaj date, një grup të huajsh të shtetësive të ndryshme, kanë kontaktuar qendrën e zhytjes dhe më pas kanë planifikuar orarin për të realizuar sportin e zhytjes.
Në mesin e këtij grupi, ka qenë edhe shtetasja britanike, Rebeka Diane Gannon.
E cila pasi është regjistruar dhe ka veshur pajisjet e nevojshme të zhytjes, është hedhur në det, por është mbytur dhe nuk ka mundur të mbijetojë.
Ku shkak dyshohet të jetë bërë mosfunksionimi i jelekut të ajrit.
Nisur edhe nga fakti që distanca nga bregu i detit deri në vendin e ngjarjes, nuk ishte e largët, oficerët e policisë gjyqësore dyshuan se diçka kishte shkuar jo si duhet me pajisjet e zhytjes me të cilat viktima ishte pajisur në këtë rast.
Ndërkohë që në det të hapur ata gjetën të traumatizuar pjesën tjetër të ekuipazhit dhe grupit të të huajve.
Këta të fundit që kishin qenë dëshmitarë të mbytjes tragjike të Rebekës.
Por që në vazhdim rrëfyen edhe mungesën e profesionalizmit të ekipit shqiptar të instruktorëve.
Pasi oficerët e policisë gjyqësore, shkuan në vendngjarje, midis lokalit Alfa dhe atij Opal në distancë 17 metra, mbi sipërfaqen e detit, ata konstatuan disa persona që ndodheshin në skaf.
Ku brenda këtij skafi në cilësinë e provës u morën disa materiale, konkretisht një lopatë plastike, një kapuç që mbulon pjesën e qafës dhe atë të sipërme të kokës.
Kqyrje e cila më pas vazhdoi në brendësi të skafit që u përdor për transportin e zhytësve në det, që ndodhej në Portin Detar të Sarandës.
Ku në pjesën e sipërme të këtij skafi u gjend një kuti plastike me ngjyrë të zezë me numra në pjesën e jashtme.
Dhe brenda këtyre kutive të sistemuara veshje dhe lopata këmbe, si ato që përdoren për zhytje në thellësi të ujërave.
Ndërsa në pjesën e prapme të skafit mbi dyshemenë e tij u gjend një bombol si dhe një jelek si ato që fiksojnë bombolën pas trupit të zhytësit.
Që u morën edhe këto në cilësinë e provës materiale.
Por ajo që do të zbulohej më tej nga grupi hetues, ishte mënyra aspak profesionale se si agjencia shqiptare që merrej me eksplorime detare. e licensuar në sportin e zhytjeve nënujore, ishte sjellë në raport me protokollet e sigurisë në det.

She says that when she was assembling the device, the regulator for inflating the vest was not working. For this reason, she says that she was forced to change the regulator, and after testing the device twice, she said it worked and was fine.
But while he thought the vest's regulator was functional, what happened next proved otherwise.
This is because just a few seconds after the group was submerged, including Rebeka, she saw the British girl in the distance asking for help.
Where she realized that something had gone wrong with the 29-year-old. GB admitted that at the moment the tragedy was taking place at sea, she was on shore, despite being a diving equipment instructor.
GB says that just a few minutes after the group of foreigners had dived, she saw one of the divers calling for help.
What forced her to immediately head towards the place where the diver was seeking help, which was only 30 meters from where she, as an instructor, was standing.
After arriving at the location where the diver was, G. B indicates that she had removed the regulator from her mouth, which is not allowed according to the diving protocol that must be followed.
But even though the instructor claimed that she had performed the entire procedure correctly in such cases, as defined by the sport of diving, it seems that the facts show the opposite.
This is because the findings of the ongoing investigation group left no doubt that the violations were serious and even led to the loss of the British tourist's life.
This is also evident in the testimonies of the rest of the group of instructors present that morning as part of the sea expedition.
Statements that are contradictory and contradict each other.
Even with those of the foreign tourists who were present on the diving expedition that went wrong.
Like the testimony of Rebeka's boyfriend, who told the investigative group that their instructor G. B. did not give any special importance to the equipment.
