Insistence on crime, the reason why Prime Minister Rama should resign
One of the great achievements of the protest is that it highlighted that the project being developed in Zvërnec was an attack on nature, property and Albanian democracy. The completion of the project meant the realization of a triple crime: environmental, political and economic.
The environmental crime was clear from the beginning. The encirclement of the area with iron and concrete, the construction of a gravel road and the destruction of sand dunes by excavators and trucks, as well as the construction of concrete bridges blocking the flow of water in the lagoon were documented by protesters, environmental associations and local and international media.
It was a brutal intervention in a protected area that was carried out in complete violation of the law, without an environmental impact study, without any permission from any competent body or institution authorizing the construction of roads, fences, or concrete bridges in that area.
The prime minister's rush to cover up the environmental crime simply brought it to the fore. Rama's statements that the intervention in the area was being carried out as part of an environmental impact study left the newspapers and citizens speechless. As a British journalist pointed out to the prime minister, the study is carried out before the intervention on the ground, not vice versa.
Even more absurd was the Prime Minister's argument that a study would be conducted on the environmental impact of the Zvërnec project when he himself declared that the project did not exist. How can the environmental impact of a project that does not exist be assessed?
How could the prime minister guarantee citizens that the project would not have a negative impact on the environment when there was neither a project nor a study on its environmental impact? This was the absurdity of the prime minister's lies about the Zvërnec project that was exposed in the face of citizen protest.
Dozens of local and foreign associations, environmentalists and scientists have explained in detail that the concreting of the Vjosa-Narta lagoon, and Zvërnec in general, would be an environmental catastrophe for the area. Albania and Europe would lose one of the last pearls of Albanian and European nature, which has incalculable environmental and tourist value.
It doesn't take much to understand that building an exclusive city for the wealthy in Zvërnec and Nartë will completely destroy the ecosystem there. This is precisely why Prime Minister Rama removed the project from circulation.
What the project clearly showed was not the construction of a resort or tourist hotel but of a city with about 15 kilometers of beach and over 400 hectares of land. This is a city, not a resort.
Projekti parashikonte ndërtimin e apartamenteve dhe vilave super luksoze me marina për jahte dhe jo thejsht të rezorteve apo hoteleve. Nuk bëhej fjalë vetëm për dhoma hoteli por për pasuri të paluajtëshme që do nxirreshin në shitje si çdo ndërtim tjetër.
Nën vellon mashtruese të “rezorteve elitare” ajo që po zhvillohej në Zvërnec, njësoj si ajo që u zhvillua në Palasë me Green Coast, ishte një mega projekt ndërtimor ku qeveria e një prej vendeve më të varfër në Evropë financonte ndërtimin e një qyteti për disa nga investuesit më të pasur në botë dhe në vend. Herë duke i hequr taksa si “investitorë strategjik”, herë duke i çuar infrastrukturë, ujë dhe drita dhe herë duke i dhuruar tokë dhe plazhe publike.
Dhe këtu fillon krimi ekonomik që u gatua në Zvërnec. Nga njëra anë kemi kapjen e shtetit nga interesa të forta dhe të ngushta financiare që pasurojnë vetveten duke varfëruar dhe shkatërruar pasuritë kombëtare dhe duke shpronësuar popullatën lokale.
Nga ana tjetër kemi një mpleksje të qeverisë dhe investitorëve me interesa dhe personazhe të dyshimtë që mundëson tjetërsimin dhe vjedhjen e pronës private si dhe pastrimin e parave nga aktivitete kriminale. Shfaqja e presonazheve si Artur Shehu në rolin e mega pronarit të zonës ku do bëhej investimi i Zvërnecit ishte dëshmia më e qartë e këtij fenomeni.
Artur Shehu është në konflikt pronësie me banorët e zonës që pretendojnë se ai e ka përfituar pronën me fallsifikime dhe intimidime. Disa nga këto pretendime, siç është fallsifikimi i dokumenteve, janë konfirmuar edhe nga nivele të larta të gjyqësorit.
Në këto kushte blerja e tokës së Shehut nga ana e investitorëve arab që kryeministri Rama ka sjellë në zonë legalizon de facto pronësinë e tij mbi një truall të kontestuar duke fshirë çdo shpresë se banorët e zonës do rekuperojnë një pronë që pretendojë se i përket atyre prej shekujsh.
Pra, nëpërmjet investimit qeveria dhe investitorët e saj arab bëhen pjesë e tjetërsimit apo e vjedhjes së pronës private që u përket banorëve të zonës. Aq më tepër kur personazhi në fjalë Artur Shehu, është nën hetim për trafik droge dhe pastrim parash nga institucionet kombëtare dhe ndërkombëtare të luftës kundër krimit të organizuar.
Situata bëhet akoma më e rëndë kur firma që po investon në zonë dhe që i ka blerë tokën Artur Shehut është tërësisht fantazmë. Ajo quhet Zvërnec South Adriatic Development dhe nuk e gjen dot as në Google. Është një firmë offshore e sajuar rishtaz në vitin 2025 me pronarë anonim që nuk ka qoftë edhe një faqe interneti, instagrami apo facebook.
Imagjinoni që edhe biznesi më i vogël në Shqipëri tashmë ka një faqe interneti, një faqe facebook apo instagram ku mund të informohesh mbi biznesin në fjalë. Qytetarët shqiptar edhe kur punësojnë një hidraulik tashmë mund të dinë se me kë kanë të bëjnë. Ndërkohë privatizimi dhe ndërhyrja në një nga asetet më strategjike të vendit do bëhet nga një konglomerat anonim komapanish të regjistruara offshore.
And yet our government aligns itself precisely behind anonymous conglomerates and supports shady characters from the criminal world and against the residents of the area. It protects and represents the interests of Artur Shehu and the anonymous conglomerate Zvërnec South Adriatic Development and not the interests and rights of the population of the area.
And here we come to the political crime that was committed in Zvërnec, which we can describe as an assassination attempt against democracy.
The entire project was cooked up in the dark and with a complete lack of transparency, especially with the residents of the area. The latter were neither informed nor asked about a city with thousands of apartments and luxury villas that would be built on their centuries-old land.
In fact, neither the local authorities were consulted nor were their urban and development plans, which did not foresee the construction of an exclusive city in the Vjosa-Narta lagoon, taken into account. Just as neither the Ministry of Environment, civil society, environmental scientists, or environmental protection associations, nor Albanian citizens, were consulted.
Prime Minister Rama presented Zvërnec and Sazan to the Trump-Kushner couple as if it were a land without man, without god and without history. A tabula rasa where they could build their dreams as if they were on Mars. It is no coincidence that in her idiotic naivety Ivanka Trump declared that she and her husband had discovered Sazan and Zvërnec, a land that in her imagination had been trodden by them for the first time.
And this is the greatest political crime you can commit against democracy; the total elimination of the citizen, the demos and the people from the decision-making process that directly affects their existence. And when the citizen shows up to ask questions and protest, he is dragged away by private guards under the indifference of the police that now belongs to the oligarch.
So it is no surprise that the protest against the Rama government began precisely as a result of the political crime that erased the Albanian citizen from his land, property and democracy. What is surprising is Prime Minister Rama's insistence on the same crime that produced the largest civic protest in the history of our democracy.
Rama's insistence that the project in Zvërnec will be developed even though it is already a symbol of the environmental, economic and political criminality of the current government shows that he either cannot or does not want to reflect. Therefore, the only way out remains resignation./ Lapsi.al
