The Mayor of Tirana, Erion Veliaj, was remanded in custody by the Special Court of Appeals in the March 13 session.

According to the decision made public by the Special Court of Appeal, provided to BalkanWeb by journalist Klodiana Lala, the security measure "prison arrest" was confirmed on the grounds that Veliaj poses a real risk of obstructing investigations.

The decision signed by Judge Engert Pëllumbi, which appears in the secured documents, states that Veliaj, by remaining in his position as mayor, poses a danger and threat to investigators and witnesses, and may damage evidence.

The court also assessed Veliaj's behavior while in detention, where he made phone calls from within the institution, an action that SPAK interpreted as an attempt to interfere with evidence.

According to the Appeal, there is also a risk of flight, based on Veliaj's financial capabilities and his frequent movements documented in the TIMS system. Judge Pëllumbi emphasizes that this risk is "eminent and at high levels."

The court does not consider the fact that Veliaj is the head of the family and the father of a minor child as a mitigating factor, while underlining the risk of his repeating criminal offenses.

The decision also cites a precedent from the European Court of Human Rights – the case of "Podeski v. San Marino" – which emphasizes that the more powerful an investigated official is, the greater the possibility that he or she can influence or harm the investigative process.
