As far as I understand, Berisha complains that there are some analysts who speak badly about him. They may have bad motives, but no one is blocking Sali Berisha's space. Taxes in Albania have a dose of proportionality but the oligarchs do not complain, or they do not pay them or they are a very small percentage of the stratospheric profits they enjoy due to a deal with the government and the opposition.
