Rama's statements at the Delphi Forum/ Greek media: Official Athens denies

Athens maintains a clear distance from Edi Rama 's statements regarding claims of advanced negotiations for the definition of maritime borders with Greece, essentially denying the idea of a close agreement and sending the case to the International Court of Justice .

According to a senior diplomatic source, although the issue has long been on the agenda of the two countries, the process was interrupted when the draft agreement to refer to The Hague was sent to the Constitutional Court of Albania , where it was overturned.

The Greek Foreign Ministry emphasizes that discussions on maritime delimitation are an old issue, but given that the Constitutional Court's decision has blocked the process, it is the Albanian side that must take the necessary steps to change this situation.

The same source underlines that the definition of the EEZ with Albania is no longer among the main priorities of Greek diplomacy, especially after the agreements that Greece has reached with other countries such as Italy , as well as after the expansion of territorial waters in the Ionian Sea.

Athens' strategy focuses on the overall resolution of bilateral issues, but currently no one confirms that there will be concrete progress during 2026, as claimed by the Albanian side.

The Greek side also emphasizes that there is no concrete document for resolving open issues between the two countries, contrary to what Rama declared during the Delphi Forum.

Meanwhile, Athens responds calmly but clearly to the growing rhetoric from Turkey , emphasizing that its strategy is now more structured and active. According to diplomatic sources, Greece has consistently presented its positions in the international arena, using instruments that strengthen legal and political arguments.

In this context, Maritime Spatial Planning is promoted as a counter-response to Turkish theories of "Mavi Vatan", while the creation of marine parks is seen as part of a strategy for protecting sovereign rights in the face of claims for "gray areas".

Also, cooperation with large energy companies such as Chevron is deepening and contacts with Libya are being strengthened . In this context, Giorgos Gerapetritis ' visit to Tripoli on April 27 is also expected, as part of the reaction to the Turkish-Libyan memorandum, which Athens continues to consider legally invalid.

At the same time, the reinforcement of the military presence on the Aegean islands is considered by the Greek side as a natural exercise of sovereignty, in the face of Turkey's continued claims for demilitarization, which Athens categorically rejects.

Regarding the recent tensions over fishing maps, Greek sources explain that these are existing materials from 2018, which have been brought back to attention after a technical publication by a relevant institution. According to them, Turkey's reaction is part of the well-known practice of using any opportunity to raise claims.

Regarding Turkey's reactions to cooperation between Greece and Israel, Athens emphasizes that its foreign policy does not depend on the approval of third countries. However, sources point out that there has recently been an escalation of rhetoric from the Turkish side, which does not help build a climate of cooperation.

Finally, regarding the reported incident involving a Dutch ship southeast of Crete, it is noted that it had obtained permission from Greece, as required, while it had not requested permission from Turkey. The key point, according to Athens, is that jurisdiction for granting permits in these areas lies with Greece, while any request for permission from third parties is a different matter.
