SPAK's file on Balluk, Parliament reacts: USB with secret material is in the protocol safe, it will be discussed in the presence of the prosecutor at the meeting

Announcement:

The Assembly of Albania, in accordance with the constitutional provisions and the Rules of Procedure of the Assembly, as well as the request of the Special Prosecution Office against Corruption and Organized Crime, as well as the order of the prosecutor of the case "On the preservation of investigative secrecy and the prohibition of the publication of acts", the President of the Assembly has issued Order No. 41, dated 16.12.2025, for the convening of the meeting of the Council on Rules of Procedure, Mandates and Immunity.

The Assembly Administration (Council Secretariat) made available to the members of this Council the relevant procedural acts, as well as the prosecutor's request and order for the preservation of investigative secrecy, with the express obligation that these documents not be made public.

Material of an "investigative secret" nature, pursuant to the Order of the Special Prosecutor's Office, dated 16.12.2025, "On the preservation of investigative secrecy and the prohibition of the publication of acts", issued in support of Articles 103, 104 and 279 of the Code of Criminal Procedure and Article 295/a of the Criminal Code, carries the obligation of the Assembly to implement this order in preserving investigative secrecy and prohibiting the publication or distribution of such acts.

The material with a "secret investigative" character is located in the protocol specialist's safe for classified documentation.

This issue and the manner of obtaining this information will be discussed at the meeting of the Council for Regulation, Mandates and Immunity, in the presence of the SPAK prosecutor.

We take this opportunity to reiterate once again, for all MPs who have been informed, the obligation to strictly enforce the preservation of investigative secrecy, in accordance with the order of the prosecutor of the case.

All actions of the Assembly to date are based on and in implementation of the Constitution, the Rules of Procedure of the Assembly, and the prosecutor's order.
