After the attack on Deputy Prime Minister Belinda Balluku and businessman Ergys Agasi, Prime Minister Edi Rama is preparing to endure another powerful "slap" from the Special Prosecution Office.
The investigation into the incinerator corruption affair, which has been dragging its feet for years, seems to have now reached the next door office of the head of government.
The Secretary General of the Prime Minister's Office, Çngjëll Agaçi, also considered the "eminence grise" of the head of government, seems to be the next character in Rama's court to experience the bitter taste of handcuffs from special prosecutors.
Confidential sources for " Boldnews.al " stated that the story of the incinerators is not yet closed and that strong suspicions have already been raised about Agaç's role.
The investigation into the Djergësev affair began about 5 years ago. So far, the main characters arrested and convicted are the former Minister of Environment, Lefter Koka, and the former Socialist MP, Alqi Bllako. Along with them, a dozen lower-level officials, as well as businessmen, have also been found guilty.
A multitude of evidence and facts that have emerged over the years have created strong public suspicions that the affair, costing around 430 million euros, was conceived and implemented by people with very high power in Albania, including the head of government, Edi Rama, the Minister of Infrastructure, Belinda Balluku, the arrested mayor of Tirana, Erion Veliaj, and, with a decisive role in drafting the procedures, Çngjëll Agaçi.
There are many indicators that show that the hundreds of millions of euros of incinerators affair reaches the top of the state dome.
This is not just rhetoric, but based on documentary evidence and testimonies given under oath by the characters who had the right to sign and seal the preliminary procedures and contracts that had a single visible beneficiary - Klodian Zoton.
The genesis of the affair began with the procedures for the waste processing plant in Elbasan, which were followed by similar ventures in Fier and Tirana.
And, the Elbasan contract could take with it Edi Rama's dome, if the Special Anti-Corruption Structure (SPAK) is free to act.
The documents testify to the essential role of former Deputy Prime Minister, Arben Ahmetaj, and former Minister of Infrastructure and current MP Damian Gjiknuri.
But, as previously reported by " Boldnews.al ", the name of Çengjëll Agaç, Secretary General of the Council of Ministers, is on them.

Në 17 Dhjetor 2014, Këshilli i Ministrave miraton Vendimin nr. 907, dt. 17.12.2014 “Për dhënien e miratimit të financimit të nevojshëm të kontratës së koncesionit për ndërtimin dhe administrimin e impiantit të trajtimit të mbetjeve urbane të Qarkut të Elbasanit dhe të prodhimit të Energjisë”, mbështetur në procedurën e propozuar nga Lefter Koka dhe që, sipas SPAK-ut, është e paligjshme.
Ëngjëll Agaçi, në dëshminë e tij nën betim para Komisionit Hetimor Parlamentar për çështjen e inceneratorëve, deklaroi se Vendimi i Këshillit të Ministrave për financimin e inceneratorit të Elbasanit, nuk është miratuar sipas propozimit të Lefter Kokës.
Agaçi u shpreh se financimi “…nuk është rezultat i procedurës së inicuar nga ish Ministri Koka, por rezultat i një procedure tjetër…”.
Për këtë procedurë “të re”, nuk u prezantua asnjë relacion paraprak apo komunikim ndërministror.

If Agaç's statements are considered accurate, it is still unclear when this new procedure was drafted, who participated, and how it was implemented within a single day, while a relatively long time, about 4 months, was spent on the procedure proposed by Lefter Koka.
The most logical suspicions are that the Council of Ministers approved the entire project proposed by Lefter Koka and, only at the last moment, changed the type of procedure in the text of the Council of Ministers Decision on the approval of the financing of the Elbasan incinerator./BoldNews
