DP Assembly approves changes to statute, increases representation of diaspora and women

The National Assembly of the Democratic Party has today approved in principle, article by article and in its entirety, the changes to the party's statute, bringing several important innovations to its internal organization and functioning.
According to representatives of the working group, the new statute aims to strengthen internal democracy and increase the role of the membership in decision-making. In the presentation of the changes, it was emphasized that power in the DP belongs to the members and not to the leadership structures.
Among the main innovations is the provision of up to 15% representation of the diaspora in the party's governing bodies and on candidate lists, as well as increasing the role of women and girls, with the aim of achieving a representation of up to 40%.
The changes also provide for the establishment of a Candidacy Selection Committee for deputies and mayors, as a structure independent of the governing bodies, prior to the primary process.
The reforms also affect the basic organization of the party, aiming to strengthen the group sections, sub-branches and the role of the College of Group Section Chairmen, as well as improving relations between branches and local elected officials.
The new statute also recognizes equal status for the party's partner organizations, provides for the protection of members' personal data, and specifies the rules for dismissing branch chairmen, increasing guarantees for stability in office.
Main innovations and changes in the Statute:
1. Strengthening the Albanian Diaspora and its real political representation. 15% on the lists and in party bodies must be representatives from the Diaspora.
2. Strengthening the role of women and girls in the Party, increasing their representation from 30% to 40%.
3. Establishing the Candidacy Selection Committee for MPs and Mayors, as an autonomous structure from the party's governing bodies, prior to the implementation of the primaries process.
4. Improving the basic organization of the party (group sections and sub-branches) and strengthening the College of Group Section Chairmen.
5. Strengthening relations between Party Branches and local elected officials (municipal councilors).
6. Recognition of an equal status for all partner organizations of the party, respecting the history of the founding of the DPA.
7. Protection of personal data of Party members.
8. Clarifying the rules for dismissing branch heads, giving them more guarantees of remaining in office.
Të nderuar zonja dhe zotërinj, miq, delegatë të Kuvendit Kombëtar të Partisë Demokratike.
Fillimisht, punë të mbarë Kuvendit Kombëtar dhe suksese të gjithë kandidatëve për në Këshillin Kombëtar të Partisë Demokratike.
Me vendim të kryesisë së partisë, një grup pune i përbërë nga 10 anëtarë mori në shqyrtim propozime të ndryshme të anëtarëve të partisë për ndryshime në statutin e partisë.
Në tërësi, grupi i punës vlerësoi se statuti i Partisë Demokratike të Shqipërisë garanton funksionimin demokratik të Partisë Demokratike, respekton standardet e organizimit të partive të njëjta me partitë simotra evropiane, si dhe udhëhiqet nga parimi i rëndësishëm se pushteti në Partinë Demokratike i përket anëtarëve të saj dhe jo strukturave përfaqësuese.
Ky parim do të duhet të ruhet dhe të zhvillohet më tej, duke e bërë Partinë Demokratike të vetmen forcë politike në vend ku anëtari nuk është periferik, por ka një rol vendimtar në parti dhe ku vullneti i anëtarësisë përcakton gjithçka në Partinë Demokratike.
Disa nga ndryshimet e propozuara në statutin e Partisë Demokratike përfshijnë fuqizimin e diasporës shqiptare dhe përfaqësimin real politik të saj.
Partia Demokratike dhe diaspora shqiptare nëpër botë kanë pasur gjithmonë një marrëdhënie dhe raport të veçantë dhe mbështetje të vazhdueshme të ndërsjellë. Mirëpo miratimi i ndryshimeve në Kodin Zgjedhor, që i mundëson votimin edhe të qytetarëve shqiptarë që jetojnë jashtë vendit, dikton një raport institucional mes Partisë Demokratike dhe shtetasve shqiptarë, bashkëqytetarëve tanë që jetojnë jashtë vendit.
Për këtë arsye është propozuar që diaspora të ketë përfaqësim të dedikuar deri në 15% në të gjitha organet drejtuese të partisë, përfshirë Kuvendin Kombëtar, Këshillin Kombëtar, Kryesinë e Partisë, si dhe 15% në listat e kandidatëve për deputetë në Kuvendin e Shqipërisë.
The second innovation is the empowerment of women and girls in the Democratic Party. For this reason, from the minimum established by law, where ladies, women and girls should be represented up to 30%, in the statute of the Democratic Party, thus becoming the first political force to increase the quota of women's representation, it has been determined that this representation in all the party's governing bodies and in the lists of candidates for deputies should be 40%.
Also, in order to connect the Democratic Party with civil society and the academic world and to open the party and absorb valuable elements in the community and society, it has been proposed that the selection of candidates who are voted on by the membership in the primary be subject to an assessment by a selection committee, composed of figures with outstanding contributions to the Democratic Party, representatives of civil society or the academic world, which will filter the candidates who are subject to voting.
Fourth, the basic organization of the party has been improved and the college of group section chairmen has been strengthened, giving them the right to be members of the leadership of the branches of the Democratic Party.
The relationship between the party branches and local elected officials has been strengthened. Today, in the DP statute, there is only one relationship, that between the branch presidencies and the central elected officials of the Democratic Party, its deputies.
It is foreseen and included in the statute that the same relationship, the same rights, be recognized also to the local elected officials, specifically the municipal councilors of the Democratic Party of Albania, who also become ex officio members of the branch presidencies.
Recognition of an equal status for all partner organizations of the party, respecting the history of the founding of the Democratic Party.
Currently, the party's statute provides for three partner organizations, but not all organizations are granted the same status and representation. For this purpose, it is envisaged that the three partner organizations, the December '90 Group, with an extraordinary contribution to the establishment of the party, will enjoy the same status and representation rights as the other partner organizations.
The protection of personal data of party members and the updating of membership lists have been improved, and the rules on the dismissal of branch chairmen have been clarified, giving them more guarantees of staying in office.
For all these reasons, I invite the National Assembly to approve the proposed changes to the statute.
