SP and DP take the first joint step against SPAK? New regulation: Head of the Special Structure reports to Fatmir Xhafa's commission

The majority and the opposition agreed this Thursday on new changes to the Rules of Procedure of the Assembly, but among the amendments that are being presented as "technical", one stands out the most: the head of SPAK will no longer report to the plenary session, but only to the Laws Committee and the parliamentary committee on institutional oversight.
In practice, this means that the public reporting of the head of SPAK will be moved from the plenary hall to the parliamentary committees, where the main influence has long been held by Fatmir Xhafaj, the politician who for two years in a row used the special parliamentary committee as an instrument to exert pressure and expand political control over the justice institutions.
The agreement between the SP and the DP on this point is seen as the first signal of a silent collaboration against SPAK, at a time when the Special Structure's investigations have affected high levels of politics in both camps.
The reporting of the head of SPAK before two committees, the Laws committee where he previously reported and the committee politically led by Fatmir Xhafaj, shows for the first time a clear agreement between the socialists and the democrats to shift the relationship with SPAK from public control in the plenary hall towards the filter of parliamentary committees.
The new changes foresee that only a few constitutional institutions, such as the Ombudsman, the Prosecutor General, the Constitutional Court, the Supreme Court, the Supreme Audit Office and the Supreme Audit Office, will report to the plenary hall, while other institutions will report only to parliamentary committees.
The new draft also restructures parliamentary committees, creates a special committee for institutional oversight, and establishes new procedures for integration laws and disciplinary measures against MPs.
Beyond the procedural formulations, the change affecting SPAK remains the most politically significant point in the new SP-PD agreement on the Rules of Procedure of the Assembly.
