Municipal Councilor and Euro-Atlantic Coalition candidate for the Korça Region, Elvin Bregu, has published a video statement denouncing the Municipality's 2024 budget as illegal and harmful to citizens.
According to him, the budget was approved on December 29 without public consultation and in violation of the law, despite warnings made to the District Prefect. The complaint to the Prefect was ignored and the decision was overturned, while the Administrative Court, although it found a violation, did not return the case for reconsideration. As a result, the case was sent to the Supreme Court.
"The municipality has a budget of 23 million euros, but it has not returned any value to the citizens," says Bregu, listing the lack of investment in tourism, the countryside, farmers and youth, the poor state of infrastructure, and the failure of urban and rural public transportation.
"The Municipality of Korça has capitulated in the face of obligations. We will not remain silent. Our word will be kept," he declares.

The appeal to the High Administrative Court regarding the Korca Municipality Budget is our obligation for the promise we made. At the meeting of the Korca Municipality Council, held on December 29, 2023, the KORCA MUNICIPALITY BUDGET FOR 2024 AND THE 2024-2026 MTBP were approved, in violation of the law and without public consultation. Although we had contacted the prefect of the Korca District and informed him of the violations of the law that were being committed, he replied that he would act when the moment of legal responsibility came that he had and had the competence to act.
So, after the budget was approved with violations and if the councilors appealed the decision, the Prefect would review it. After the decision was made with violations, a group of Korca Municipality councilors appealed the decision to the Prefect. The Prefect, in violation of the law, even though he was informed of the serious violations, again overturned the decision. In this case, as a councilor of the Korca Municipality Council, the only option was to appeal to the Administrative Court. The Administrative Court of Appeal, after reviewing the case and accepting that all violations are proven, again decided not to return the decision of December 29, 2023, for review to the Council.
After this we decided to appeal the decision to the Supreme Court. Why are we doing this? Time has proven us right, the Municipality of Korca with a budget that does not serve the citizens at all has reflected in reality the lack of investments in the Municipality of Korca, even though it has a budget of about 23 million euros. There are no investments in Tourism as one of the main pillars promoted by the Municipality of Korca, zero investments for rural areas and for farmers. No investment in relation to the development of young people.
Today we see that the Municipality of Korca does not even do the most minimal things in its territory, it does not maintain the roads which are full of potholes. The parks and playgrounds in all the neighborhoods of the city are depreciated and there has been no intervention for over 3 years. The public transport service in the city is being completely closed. The ticket price was increased from 30 lek to 40 lek and the frequency of attendance has decreased. There is no published schedule of when the city's urban bus passes and citizens are uninformed and unserved. Public transport in the village is non-existent. The Municipality has issued several van licenses but they do not circulate at the times that the population needs and there is no service in the afternoon and no more in the late evening. So the Municipality of Korca has completely capitulated in the face of its duties in providing services to citizens.
