Ron Yeffet, the man who took over the entire state with a concession, has now given Edi Rama another plunge into previously unmentioned scandals.
What is newsworthy in Ron Yeffe's story is the scale of the scheme.
In the wiretaps published by Arben Ahmetaj, Ron Yeffet does not speak as an investor presenting the state with a corrupt offer, one of the usual ones that our oligarchs routinely make with Rama.
He speaks like the owner of Albania, (More precisely like the man of the Owner, Rama), who is so "kind-hearted" that he leaves our state a small percentage of Albania's wealth. We are at the mercy of Ron Yefett and Edi Rama, as far as we understand. We have a private man who negotiates percentages of state assets, determines which institution will be used as a shield, determines which official will maintain contacts and discusses the decisions of the Council of Ministers, as if they were administrative procedures of his own company.
"We will be 80 percent. The government will have 10 or 20 percent"
This sentence contains the entire philosophy of the Rama–Yeffet model: Albania establishes the wealth, territory, infrastructure, monopoly, clients, and money; the private sector takes control, profit, and the majority of shares.
The state is no longer the authority that contracts business, but the state has become the business that is contracted by Edi Rama and Ron Yeffet. The scale of state capture and extortion committed only by the communists, under their regime before 1990.
The 80 to 20 formula
The scheme, which at first glance seems complicated, is actually quite simple: The state creates a public enterprise. In the case of the military industry, this enterprise is called KAYO.
KAYO then creates a joint venture with a private company. But the state does not take the majority. It holds only 20 percent, while the private sector controls 80 percent. After that, the Albanian state becomes the main customer of the company, where it itself owns only a minority.
In simple words, the scheme becomes:
1. The government creates public need.
2. The government appoints the state-owned company that will negotiate.
3. The state-owned company chooses the private one.
4. The private individual is given 80 percent of the new company.
5. Public institutions buy from this company.
6. The money comes from the state budget.
7. Profit is mainly controlled by the private sector.
The formula is politically and economically destructive and I don't believe, from what I've searched online, that such a scheme has been devised either in Africa or in Bangladesh... anywhere except in Edi Rama and Ron Yeffet's Albania:
Shteti krijon tregun, vendos infrastrukturën, asetet, territorin, porositë dhe financimin, por mban vetëm 20 për qind, ndërsa partneri privat kontrollon 80 për qind. Nëse nënkontraktimi kryhet brenda kësaj skeme mafioze pa tender të hapur, krijohet një burim i pakufizuar për transferimin e fondeve publike jashtë konkurrencës normale, në xhepat e Ron Yeffetit dhe … Edi Ramës!
Në audiopërgjim Yeffet shprehet se “Rama e ka marrë për punët e pista”. Po SPAK për çfarë e kemi marrë ne?!
Ramës ia dimë kufirin, nuk shtrohet më pyetja se deri ku është i gatshëm të shkojë. Të gjithë ja dimë përgjigjen: No Limit!
Rama nuk ka kufi moral, politik apo institucional, të vetimponuar. Kufiri i tij i vetëm presim të jetë forca e institucionit që guxon t’i thotë “ndal”, SPAK-ut! Prandaj çështja Yeffet është provë vendimtare për SPAK-un.
SPAK-u nuk ka përpara një akuzë të zakonshme politike. Ka:
* Regjistrime audio;
* Emra konkretë;
* Kompani konkrete;
* Përqindje konkrete;
* Vendime qeveritare;
* pagesa nga thesari;
* Prona shtetërore;
* Marrëveshje në sektorin e mbrojtjes;
* Zyrtarë të identifikueshëm;
* Kontrata ndërkombëtare;
* pretendime për trafik armësh;
* Procese gjyqësore jashtë Shqipërisë;
* Një marrëdhënie të dokumentuar ndërmjet biznesmenit dhe kryeministrit.
Hetimi nuk mund të kufizohet te roli i Ron Yeffet, por të shkohet te Edi Rama… në të kundërt le të mbyllin qepenin!
Duhet të sekuestrohen komunikimet e tij me zyrtarët shqiptarë. Duhet të kontrollohen kontratat e KAYO-s, TIMAK Defence dhe Advanced Arms Technology. Duhet të ndiqen pagesat e thesarit. Duhet të verifikohen importet, eksportet, numrat serialë të armëve, vendet e origjinës dhe certifikatat e përdoruesit fundor. Duhet të zbardhen vendimet për Delvina Gas, TEC-in e Vlorës, rezervat e naftës dhe çdo pasuri tjetër e diskutuar në përgjime.
Por përsëri e them se mbi të gjitha, duhet të merret në pyetje Edi Rama!
Kjo është beteja më decizive e SPAK me Ramën, prova e zjarrit e të vërtetës!
Më poshtë kam nxjerrë skemën pas audiopërgimit të Ahmetajt, (E kanë bërë profesionalisht, edhe shumë ekonomistë dhe gazetarë të tjerë), por e bëra se realisht nuk gjej dot justifikim për të mos shkuar direkt te Edi Rama.
Si u vendos Yeffet mbi industrinë ushtarake
1. Në qershor 2025, Ron Yeffet bleu 49 për qind të TIMAK-ut të Arjeta Pucës për një çmim nominal prej vetëm 490 eurosh. Tallje me Shqiptarët!
2. Vetëm pak ditë më parë, qeveria kishte autorizuar KAYO-n të negocionte partneritetin për prodhimin dhe furnizimin e mjeteve ushtarake.
3. Më pas u krijua TIMAK Defence:
* 80 për qind në pronësi të TIMAK-ut;
* 20 për qind në pronësi të KAYO-s.
Duke zotëruar 49 për qind të TIMAK-ut, Yeffet kontrollon indirekt rreth 39.2 për qind të TIMAK Defence. Por fuqia e tij reale nuk matet vetëm me përqindjen formale. Ajo matet me kontrollin e ortakut privat që mban 80 për qind të kompanisë dhe me marrëdhënien e drejtpërdrejtë që Yeffet ka me majën e qeverisë.
4. Në të njëjtën mënyrë u krijua Advanced Arms Technology:
* 80 për qind nga UNO18, kompania e Yeffet;
* 20 për qind nga KAYO.
Kështu, një biznesmen privat u vendos njëkohësisht brenda dy arterieve kryesore të industrisë së re ushtarake shqiptare:
* mjetet dhe pajisjet ushtarake;
* armët, municionet dhe dronët.
Shteti shqiptar solli licencat, territorin, asetet ushtarake, tregun e garantuar dhe paratë e buxhetit. Yeffet solli kompanitë!
Dhe Edi Rama me Ronin morrën kontrollin e miliona e miliona eurove çdo muaji!
Në modelin KAYO, shteti merr përsipër riskun politik, financiar dhe të sigurisë kombëtare, ndërsa privati, (Rama- Roni), kontrollon pjesën më të madhe të përfitimit. Paraja publike hyn pa garë dhe futet si fitim privat në xhepin e Yefet dhe Edit.
Pra KAYO përdoret si një urë:
Buxheti i shtetit → ndërmarrja publike → kompania 80% private → fitimi privat.
Dhe anashkalohet gara që do të lindte në një procedurë normale prokurimi, dhe çmimin nuk e përcakton tregu por e përcakton marrëdhënia me pushtetin e Edi Ramës.
Nga KAYO te Delvina: e njëjta maskaradë!
Në bisedat e publikuara diskutohet edhe Delvina Gas. Yeffet përmend një strukturë ku pala private do të merrte 80 ose 90 për qind, ndërsa qeverisë do t’i mbeteshin 10 ose 20 për qind. Ai thotë se vetë nuk mund të figuronte formalisht në marrëveshje. Përmend kalimin e çështjes në Këshillin e Ministrave dhe Ermal Nufin si personin që do të mbante kontaktet me palët.
Pra në gjuhë të thjeshtë, skema është kjo:
1. Identifikohet një pasuri strategjike shqiptare.
2. Krijohet një konflikt, transferim ose ristrukturim pronësie.
3. Ndërtohet një kompani ku shteti shfaqet si ortak.
4. Shteti përdoret si garanci politike dhe juridike.
5. Kontrolli ekonomik i lihet privatit.
6. Personi realisht i interesuar nuk shfaqet domosdoshmërisht në dokumentet formale.
7. Vendimi vuloset nga qeveria.
Kjo shpjegon edhe shprehjen e përdorur në bisedë: Nuk do të quhej domosdoshmërisht KAYO, por do të përdorej “i njëjti koncept”.
Pra, KAYO nuk është vetëm emri i një kompanie. Është një metodë qeverisjeje, janë dhëmbët e Edi Ramës si vampir mbi gjakun tonë!
Por KUJDES!
Sot metoda përdoret te industria ushtarake. Nesër mund të përdoret te gazi, nafta, aeroportet, shëndetësia, portet apo rezervat strategjike.
Trafiku i armëve dhe Shqipëria si territor paketimi
Ahmetaj's most serious accusation is that weapons from African countries are brought into Albania, packaged or relabeled here, and then sent to conflict zones. In this scheme, Albania is not used as an actual producer of weapons, but as a transit and transformation territory of their origin.
The scheme would work like this:
1. The weapons are purchased in an African market or country.
2. The first transport documentation presents them as goods for Albania.
3. The load is entered into a company licensed or affiliated with the state industry.
4. Weapons are packaged, assembled, adapted or provided with new documentation.
5. Commercial origins become more difficult to trace.
6. Another end-user certificate is issued.
7. The cargo is exported to a third country or conflict zone.
8. The difference between the purchase price and the sale price is divided between the intermediaries.
This is where the partnership with a state-owned enterprise becomes vital. KAYO doesn't just provide facilities. It gives the operation the seal of the Republic of Albania (a NATO country)
The NATO state is transformed into a reputational, diplomatic and documentary shield for some bandits like Ron Yefet. We are not talking about just corruption here, but Edi Rama has used Albania's NATO membership position to give legitimacy to a private international arms trade network.
Ron Yeffet obtained Albanian citizenship in 2018. He appeared in the company that controlled part of Air Albania. He had private access to Edi Rama. He organized meetings with him in Paris. He moved around Albania with a convoy and armed security. He promised his foreign partners that he could also provide them with an Albanian passport. He then appeared in the energy, oil, aviation and military industries.
Rama cannot hide behind KAYO, the Minister of Defense or the administrators of companies. KAYO was created by the SP government. The partnerships were authorized by Edi Rama. State assets are managed by his subordinates. Ron Yeffet received Albanian citizenship during Rama's rule. Yeffet used his relationship with him to establish authority before foreign investors.
The official who appears in the wiretaps as the point of contact was in the Prime Minister's Office, in the leadership of KAYO, and then in the Ministry of Defense.
Therefore, the question "Did Edi Rama know?" is to mock the public. In fact, the real question is: How could all this be built without Edi Rama?!
No chance, zero!
You cannot create military companies with the state, take strategic property, negotiate for gas, oil, TEC and military supplies, discuss VKMs and have contact with the Prime Minister, while the Prime Minister does not know anything. As a staunch supporter of SPAK, here is its line of fire!
Either Justice Wins, or Rama with Ron Yefetti!
