A 78-year-old man was "isolated" in his apartment for two years after the firm that built Tirana's Grand Ring Road blocked all entrances and exits.

In the editorial office of the investigative show "Fiks Fare", the elderly man Shyqyri Haxhillari complained, saying that after the construction of the Ring Road, he had no way to get to the apartment, which he has a certificate of ownership.

"I've been wandering through the canals for 2 years to get to my apartment. I walk next to the road, inside the canal that the company made to get home. I've been told several times by the company that built it, the municipality, or even the Road Authority that they would fix it, but nothing has happened so far. They just do it and then they all leave. When it rains, I have a hard time, I've fallen several times and risked my life," says Shyqyriu.

The film filmed the path where the elderly man goes to the apartment, who with great difficulty crosses the curbs. Then into a canal and barely climbs and descends from several obstacles. He holds on to some fences that they have made. "This is how he moves. I have fallen several times. Now it's fine, but when it rains I can barely get through," the elderly man claims.

After the complaint, Fiksi journalists called the ARRSH engineer, Adrian Kroi, who refused to provide an explanation. On December 24, 2024, the Albanian Road Authority sent a letter to the “2 T” company that won the tender for the lot of the Unaza e Madhe, near the 78-year-old’s apartment. ARRSH presented the company with the complaint of the old man’s son, while writing that the entrance to his apartment through the alley that leads to “Shejnaze Juka” street should also be arranged.

"I have the house on paper. They destroyed these other buildings and left me no way. Neither from the front where it was nor from the back. They blame each other," he adds.

Together with the 78-year-old, Fiksi goes to the Babrru Administrative Unit, where he meets the administrator. He says that he has been in that position for several months and that Shyqyri's son went there a few weeks ago about this problem. He says that he will contact the head of the IMT to find a solution. He admits that Shyqyri has no choice and that the Administrative Unit only follows up on complaints and is not a decision-maker. The administrator tells him that he will contact him again and will insist.

"I don't have any hope from these people, because I've been doing it for 2 years. Now our only hope is in you," says the old man.

A few days later, Fiksi goes back to Babrru. After showing interest, the IMT of the Municipality of Kamza has agreed with the neighbors of the 78-year-old to open 1 meter of road next to the Big Ring Road, where he used to pass. The road has been opened, but it is provisional, as the IMT and the company will open the passage to the "Shejnaze Juka" road, where it was foreseen by the ARRSH.

On January 31, 2025, the IMT sent several letters to residents of the area who have occupied public spaces. One of them went to Shyqriu himself, informing him that they will demolish the courtyard behind the house. The document states that "we inform you that the Municipality of Kamza will vacate the public property space on the roadbed of 'Shejnaze Juka', which connects to the main road Babrru, Paskuqan. This announcement is made based on repeated complaints submitted by residents of the area."

After Fiksi's interest, the institutions were put into motion. Even the construction company of the Great Ring Road itself completed some unfinished work. In the meantime, they were given a few days to finally open the road to the 78-year-old's apartment.

"Thank you Fiks Fare, I had been wandering around for 2 years and within a few days Fiksi solved the problem. At least I can get in and out. I hope my way back will be solved too," he says. Meanwhile, his son, Besmir Haxhillari says that there was some correspondence with the institutions and what the statesmen did not do, Fiksi did within a few days. "Even that, it's a lot for us. Thank you Fiksi," Besmir concluded.
