Isak Buna, 29, wounded a man with a ricocheting bullet he fired in a burst into the air during an argument.
He said to his rival: "Trouble me and you will learn who I am. I will oppose you and your entire family."
After the 2013 incident in Zenishte, Albania, Buna was convicted of threats to kill and illegal possession of a weapon in absentia.
He was sentenced to five years and four months in prison, but escaped to London. Buna was put on the wanted list and British police arrested him in January.
But Albanian authorities were blocked from extraditing him after his lawyers at Westminster Magistrates' Court argued that it was now too late to prosecute him, using the legal loophole.
“Due to statutes of limitations in Albania, the extradition request was dropped,” the Home Office said. / The Sun. - TCh
