Germany and Austria will sanction Dodik and his two associates

Bosnian Serb leader Milorad Dodik and two of his close associates will be banned from entering Germany and Austria for inciting a constitutional crisis in Bosnia and Herzegovina, the ministers of those two countries said in a statement on Thursday.

Austrian Foreign Minister Beate Meinl Reisinger and German State Minister for Europe and Climate Anna Luhrmann made these comments after a meeting on Thursday in Sarajevo with the President of the Council of Ministers of Bosnia and Herzegovina, Borjana Kristo.

In March, the Court of Bosnia and Herzegovina issued national arrest warrants for three leaders of Bosnia's Serb entity, Republika Srpska: President Milorad Dodik, Prime Minister Radovan Višković, and National Assembly Speaker Nenad Stevandić.

They are accused of violating the constitutional order of Bosnia and Herzegovina with their actions.

All three have ignored calls from authorities to report for questioning.

Beate Meinl Reisinger and Anna Luhrmann said that attacks on the constitutional integrity of Bosnia and Herzegovina by leading politicians of Republika Srpska, “who consciously weaken the state, are unacceptable and pose a threat to the security and stability of Bosnia and the entire region.”

"Therefore, Austria and Germany, in close coordination with other partners, are resolutely opposing the responsible politicians from the entity of Republika Srpska. To this end, measures are being initiated that will prevent the entry of three responsible politicians from Republika Srpska into Austria and Germany in the future," their statement said.

Dodik is under sanctions by the United States and the United Kingdom, but the European Union has so far been unable to find common ground on sanctions against him, due to opposition from its member, Hungary.

Western governments believe that Dodik's actions are aimed at separating Republika Srpska from Bosnia.

The Parliamentary Assembly of Republika Srpska adopted laws on February 27 that prohibit the work of the Court, the Prosecutor's Office, the State Investigation Agency (SIPA), and the High Judicial and Prosecutorial Council of Bosnia and Herzegovina on the territory of this entity.

Dodik decreed these laws on March 5th.

Republika Srpska passed a draft of a new constitution in March, which would define the entity as a state of the Serbian people, grant it the right to self-determination, and establish its own army.

All of this is in direct contradiction to the Bosnian Constitution and the Dayton Peace Agreement, which defined Republika Srpska as one of Bosnia's two entities.

The Constitutional Court of Bosnia and Herzegovina declared these laws unconstitutional.

These actions by Republika Srpska have been condemned almost worldwide, from US Secretary of State Marco Rubio to NATO chief Mark Rutte and several foreign embassies in Bosnia and Herzegovina.

According to the Constitution of Bosnia and Herzegovina, the Republika Srpska and the Bosniak-Croat Federation are entities that constitute Bosnia and they do not enjoy state powers. Therefore, sovereignty and territorial integrity are reserved only for the state of Bosnia and Herzegovina and not for its entities.

During his tenure as president of Republika Srpska, Dodik has faced criticism for authoritarian tendencies, undermining democratic institutions, and creating a culture of political patronage.
