Italy urges EU to designate Iran's Revolutionary Guard as terrorist

Italy is expected to ask its European Union partners this week to include Iran's Islamic Revolutionary Guard Corps (IRGC) on the European list of terrorist organizations, Italian Foreign Minister Antonio Tajani announced on Monday, signaling a significant shift in Rome's stance.

Until now, Italy was among the countries that had expressed reservations about such a classification. However, according to Tajani, the bloody repression of anti-government protests in Iran earlier this month, where thousands of civilians were reportedly killed, cannot be ignored.

“The heavy losses of the civilian population during the protests require a clear response,” Tajani wrote on the X platform. He announced that he would raise the issue on Thursday at the meeting of EU foreign ministers in Brussels, proposing, in coordination with European partners, the inclusion of the Revolutionary Guards on the list of terrorist organizations, as well as the imposition of individual sanctions against those responsible.

Such a decision would activate broad legal, economic, and diplomatic measures, significantly limiting the IRGC's activity in Europe.

The Islamic Revolutionary Guard Corps was created after the 1979 Islamic Revolution and is considered one of the main pillars of power in Iran, with major influence over the economy and armed forces, as well as responsibility for the country's ballistic and nuclear programs.

However, some EU member states have expressed concerns that such a step could lead to a complete deterioration of relations with Tehran, jeopardizing the dialogue on the Iranian nuclear program and efforts to release European citizens detained in Iran.

According to diplomatic sources, Italy, France and Spain had expressed reservations earlier this month during a meeting in Brussels. EU diplomats warn that if France continues to oppose, the initiative to sanction the IRGC could fail.

In a later statement, Tajani stressed that Italy's top priority remains the protection of Italian citizens and announced that he has ordered a significant reduction in the staff of the Italian embassy in Tehran, with their return to Italy at a very short notice.
