The cost of the Qafa e Buallit-Martanesh road doubles to 22 million euros, the winners are the same again

The Albanian Road Authority concluded the new public procurement procedure for the project "Completion of works on the Qafa e Buallit - Martanesh road".

The winner of this tender was once again the same consortium of economic operators, "BE - IS SH.PK", "ERGI" and "HYSA BROTHERS", who received the contract with a financial offer of 952,928,422.00 lek excluding VAT.

This road axis aims to connect and develop the Martanesh area, while the implementation deadline for this second phase has been set at 10 months. This decision comes after a first contract signed in December 2023 for the systematization and asphalting of this 16.5 kilometer segment.

This same consortium of companies had won that procedure with a bid of 947.6 million lek, undertaking full completion within 2025.

However, because the segment remained partially unfinished, the institution opened a second competition to complete the remaining works, which doubled the cost of the road from 11 million euros to 22 million euros.

The last procurement procedure had a limit fund of 1.04 billion lek excluding VAT. The evaluation of the bids was based on a points system, where the offered price constituted 60 points, while the other 40 points were allocated for technical criteria such as methodology, staff, guarantee and proposals for reducing environmental and social impact.

During the evaluation conducted by the commission, the winning consortium collected a total of 275.40 points. Immediately following them was the company "BAMI HOLDING" with 271.80 points and a bid of 989,083,857.70 lek excluding VAT.

Meanwhile, the operator "ALBAVIA", which offered the value of 1.02 billion lek, was disqualified due to the lack of accurate technical documentation and quality management certificates SSH EN ISO 9001:2015. Also, the company "ADIDAS - ONE" was disqualified from the competition, as it had submitted only the estimate of the works without the other required legal documents./Kapital
