Milot-Balldren made of gold! The cost increases dramatically, from 161.5 million to over 364 million euros!

The Milot Balldren road project has almost tripled in cost and duration from 2018 to the end of 2025.
In the contract with the concessionaire ANK shpk , the estimated value based on the feasibility study was 161,500,000 euros for 13 years.
With Belinda Balluku taking over the leadership of the Ministry of Infrastructure and Energy and the withdrawal of the project implementation from the winning company in 2018, costs were inflated in the second call to the value of around 365 million euros over 35 years for only 17 km of road.
But the competition was canceled in early 2025 on the grounds that none of the submitted offers met the requirements of the invitation to tender. With the failure of the competition, the call continued for the third time, with 3 offers, and the winner was announced in July 2026, the temporary merger of the companies "Salillari, Alb, Infrakonsult and Erald G, with a difference of over 203 million euros more than in the first contract.
Top Channel has previously reported that two of the companies in this consortium are linked to people involved in cases under investigation by Spak. Balluku himself at the time, during the presentation of the draft budget, stated that the change in the financing method had brought about the need to review Milot Balldreni's feasibility study. And here many questions arise about how the changed invoice was calculated with this galloping increase? On what flow of vehicles is the model built? And did the method of assessment change with the costs?
"Fictitious competitions remain, they remain on paper but are not implemented according to concession procedures. They find companies that will build the road, they sign agreements, but these are not done transparently but are done in secret meetings. The company that will be hired is determined and based on all of this, documentation is prepared, and after the agreed amount, an estimate is prepared that is either tripled, quadrupled or quintupled," says Romeo Nazarko - surveying engineer.
The history of the Milot Balldren road concession highlights an economic model where contract review almost equals the cost of building 17 km of road with operation and maintenance.
The project foresees 182.5 million euros for the construction and rehabilitation of the Milot Balldren road and only for routine maintenance and operation the amount reaches 168.4 million euros.
So the figures show that Belinda Balluku has calculated the road maintenance at the same value that in 2018 was considered the cost of the entire concession according to the feasibility study.
And this data should make transparent how the criteria were constructed and who created the inflated cost bill that produced this result.
